About this opportunity

The United States Department of Agriculture seeks to procure testing and maintenance support services for intrusion detection systems at five of its irradiator facilities located in Hawaii, Texas, Pennsylvania, Arizona, and Massachusetts. The contractor shall perform semi-annual preventative maintenance site visits and testing of access control, intrusion detection, and video equipment, and provide remote technical support within four hours. Proposals will be evaluated based on technical acceptability, past performance, and price. Questions are due by March 5, 2020 and proposals are due by March 16, 2020.

There is no set-aside designated for this procurement. Services will be performed at USDA irradiator facilities over a one-year base period and four one-year options. The Department of Agriculture and Department of Energy have partnered to implement security enhancements at these locations. Equipment to be tested includes Lenel and D-Tech radiation monitoring systems. The base period of performance is one year with the potential for an additional four one-year option periods.

United States Department of Agriculture (USDA) is required by NRC regulations to monitor, detect, and assess unauthorized access to its irradiators (identified as NRC Category 1 and 2 radiation sources). USDA partnered with Department of Energy (DOE) Office of Radiological Security (formerly the Office of Global Threat Reduction Initiative) to enhance security of USDA irradiators which included installation of access control and intrusion alarm systems. USDA is seeking support services in accordance with the Performance Work Statement.
