About this file
This document contains questions and answers regarding a solicitation for testing and maintenance support services for intrusion detection systems at United States Department of Agriculture irradiator facilities. The solicitation seeks a contractor to perform preventative maintenance and testing visits twice per site annually to inspect equipment including radiation monitors, access control systems, cameras, motion sensors, and alarm components. The contractor must provide loaner equipment as needed and offer an extended warranty on parts and labor for the first year. Emergency response is required with next day travel reimbursed according to Federal Travel Regulations, and a pre-funded contract line item will be established for emergency travel and labor costs. Training will be conducted on-site as needed during maintenance visits. The solicitation includes a list of equipment to be inspected at each facility and seeks submission of sample emergency travel scenarios for funding planning.

Solicitation No. 12314420R0009 Q&A
USDA Irradiator Maintenance Questions
1. Task one states there is to be two preventative maintenance and test visits, however, the addendum Sentry Quarterly Performance Test indicates a quarterly requirement. Please clarify how many visits we should plan to perform.
A: Two visits per site.
2. Task one requires possible loaner equipment. Who will be responsible for the cost of the loaner equipment?
A: The contractor is responsible for providing loaner equipment
a. Also since the RMS units are provided by a separate contractor, will they have a spare loaner available?
A: The Sentry RMS is warrantied through DOE for 1 year, which will coincide with the first year of the contract
3. Is the extended warranty under task 3 intended to be for labor only or parts and labor? If parts are included, we request a full equipment list of what the contractor is responsible so that it can be cost correctly.
A: The list on the following page includes the equipment that is inspected and maintained at a typical facility.
4. For next day emergency service, is it expected that this will be handled on a time and materials basis? This type of service will require travel expenditures and labor.
A: Yes, we will issue the contract has a hybrid. Part FFP and certain line items can be Time & Material (T&M). Funding will be provided for that line item and communication throughout the life of the contract so we ensure we don’t go over the estimated value. All travel shall be within the Federal Travel Regulations (FTR) for reimbursement. We are aware of increased airline ticket prices due to next day emergency travel.
5. Training requirements are listed as determined. Should pricing for this effort, as it will add time to the PM/Test visit be priced separately as a new task order? Or perhaps the government can allocate a prefunded CLIN for training?
A: Training will be conducted on-site during preventive maintenance visits when government operators have questions or concerns about proper operation of the equipment. This training is not formal classroom training but is on-the -job training to ensure government workers understand any changes to the alarm system and should not add significant time to the contract.
6. Travel for next business day emergency service requires same day purchase of airline tickets. Is it expected that travel costs will be proposed at the time of request? Should the same apply to the cost of labor. Or perhaps the government can allocate a prefunded CLIN for emergency service travel and labor?
A: If possible at time of submission can a sample travel scenario be submitted for funding planning purposes? A prefunded CLIN will be added to the order for travel and labor.
