About this opportunity
The Department of Agriculture Food and Nutrition Service is procuring services to operate and maintain the USDA National Hunger Clearinghouse, including a national hunger hotline, automated texting service, and comprehensive database of food and nutrition assistance resources. The contractor will provide bilingual (English and Spanish) live phone coverage from 7:00 a.m. to 10:00 p.m. Eastern Time, Monday through Friday, handling approximately 20,000 calls annually while maintaining a 24/7 automated texting service across all U.S. time zones. The services must direct callers to appropriate SNAP state hotlines, provide food assistance information to low-income individuals and communities, and maintain a database with 99% accuracy and service availability. The government will evaluate proposals based on technical approach (most important factor), management approach, past performance, and price. Following multiple amendments, the final response deadline is August 25, 2025, at 10:00 a.m. EST, with proposals submitted electronically in two volumes covering technical approach and pricing.
This procurement is structured as an unrestricted set-aside with full and open competition under NAICS code 561422 (Telemarketing Bureaus and Other Contact Centers) with a small business size standard of $25.5 million. Hunger Free America is identified as the incumbent service provider for these call center services. The contract will be awarded as a firm-fixed price arrangement with a total cumulative value of $1,250,000 covering a base period from September 8, 2025, through September 7, 2026, plus four optional one-year periods extending through September 7, 2030. The contractor must be a non-governmental organization capable of managing variable call volumes and potential seasonal staffing needs while maintaining comprehensive database operations and quality control measures. Performance will take place in Alexandria, Virginia, with the government reserving the right to award without discussions if the initial offer provides the best value.
