About this opportunity
The United States Department of Agriculture (USDA) Forest Service is soliciting proposals for dust abatement services at the West Glacier River access site in West Glacier, Montana. The project involves blading and applying dust palliative to approximately 0.2 miles of road, including parking areas and a loop road leading to a boat ramp. Contractors must demonstrate technical capability and past performance through a comprehensive proposal that includes pricing for road grading and dust palliative application. Evaluation will focus on technical merit, experience, and the ability to effectively control dust at this heavily used river access site. Potential bidders are required to submit questions by March 21, 2025, with full proposals due by April 3, 2025, at 5:00 PM Mountain Time. The solicitation requires contractors to comply with detailed technical specifications for dust palliative application, including surface preparation and material requirements. Offerors must submit their proposals electronically to JoAnne Meiers at joanne.meiers@usda.gov.
The contract is set aside exclusively for small businesses under NAICS code 115310 with a size standard of $11.5M. The procurement is structured as a firm-fixed-price contract with a five-year period, including a base year from June 1, 2025, to May 31, 2026, and four optional one-year extensions through May 31, 2030. The project typically requires approximately 7 tons of dust palliative annually, to be applied between June 1 and July 15. Work will be performed in Columbia Falls, Montana, at a river access site that serves both commercial river outfitters and private users. The site is located adjacent to a residential community, making dust control particularly important. While no incumbent contractor is specifically mentioned, the solicitation provides detailed technical specifications and an experience questionnaire to assess potential contractors' qualifications. The Service Contract Act wage determination for Montana is included, providing guidance on compensation rates for various labor classifications associated with the project.
