About this opportunity
The USDA Forest Service McKenzie Ranger District is soliciting landscaping services for the grounds surrounding the McKenzie Ranger Station in Watford City, North Dakota. The comprehensive landscaping services include mowing, edging, raking, weed elimination, and debris removal for all grassed and landscape rocked areas within the designated 4.85-acre compound, with specific focus on a 2.65-acre lawn area. Contractors must perform 15 service visits annually between April 1 and October 31, maintain invasive species control through spraying, and ensure all areas remain free of wind and storm debris including tumbleweeds, fir needles, leaves, and other foreign materials. The government will evaluate proposals based on technical capability, past performance, and price, with technical factors and price being nearly equally weighted. Questions regarding the solicitation must be submitted to JoAnne Meiers at joanne.meiers@usda.gov no later than August 29, 2025, and all quotes are due by September 8, 2025 at 5:00 PM Mountain Time.
This procurement is designated as a Total Small Business set-aside under NAICS code 561730 (Landscaping Services) with a size standard of $9.5 million. The contract structure includes a base year performance period from October 1, 2025 through September 30, 2026, with four additional one-year option periods contingent on funding availability and satisfactory performance, creating a potential five-year total contract duration. The work must be performed at the McKenzie Ranger Station compound in Watford City, North Dakota, specifically within McKenzie County in the Dakota Prairie Grasslands region. Contractors must provide their own equipment, maintain appropriate insurance coverage including liability and workers' compensation, and comply with Service Contract Act wage determinations that specify minimum hourly rates ranging from $11.54 to $58.26 depending on job classification. All work must be conducted Monday through Friday between 7:00 AM and 6:00 PM, with the government providing facility access through key cards and limited outdoor parking for contractor personnel.
