About this opportunity

The USDA Forest Service seeks Dakota Skipper habitat survey and mapping services on the McKenzie Ranger District, Little Missouri National Grassland, with quotes due November 4, 2026 at 5:00 PM MT. The acquisition is a total small business set-aside under NAICS 541620 with a $19 million size standard, issued as a Request for Quote in FAR Part 12 format.

Place of performance is Watford City, ND 58854, covering eight townships in McKenzie County. Amendment 0002 describes the survey area as approximately 80,000 acres. The field season runs May 15 through September 30, 2027, and the contract delivery date is January 31, 2028. The Forest Service awards a firm-fixed-price purchase order to a single contractor on three lump-sum tasks: Work Plan, Field Survey and Mapping, and Final Report and GIS Deliverable.

The contractor must survey all potentially suitable habitat regardless of accessibility, including road-inaccessible badlands, and may use ATVs under an off-road permit. Desktop GIS screening may reduce field time. Habitat qualifies only where requisite native grasses or forbs make up more than 50 percent of dominant vegetation and both grass and forb species are present. Mapping extends to patches as small as 1 square meter, with connectivity documented for proximate patches. Each surveyor completes at least one set of three calibration transects per township. GPS polygons are delivered in UTM NAD83, and rare or sensitive species occurrences require photographs. The PWS states the Government will provide shapefiles and access instructions, while the Amendment 0002 Q&A states no existing habitat shapefiles or data layers will be provided.

Qualifiers require past performance on similar projects completed within the past three years, academic degrees, and field experience in rare plant surveying, plus floristic survey and GIS deliverable experience. The Q&A permits citing predecessor company, key personnel, or subcontractor past performance if the prime lacks sufficient experience.

Evaluation weighs technical approach, price, and past performance. Award goes to the highest technically rated quoter with fair and reasonable pricing and acceptable or neutral past performance. Service Contract Act wage determination 2015-5381 (Revision 29) applies, with Environmental Technician (GS-07) at $24.26 per hour plus $5.09 in fringe. Post-award debriefings will not be conducted.

Amendment 0002, posted October 29, 2026, incorporates Questions and Answers, replaces the Amendment 0001 PWS with C05d, and adds an area map (C05e). Quoters must sign and return SF-30 (C05c) with their quote. The question deadline of October 28, 2026 has passed. Quotes go by email to joanne.meiers@usda.gov, which is the sole permitted contact; contact with other Forest Service personnel before award may result in quote rejection.
