About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration for North Dakota counties (Adams, Billings, Bowman, Divide, Dunn, Golden Valley, Hettinger, McKenzie, Slope, Stark, and Williams). The wage determination (2015-5381, Revision 29, effective 8/13/2026) establishes prevailing wage rates and fringe benefits for service contract employees across multiple occupation categories.

The document lists hourly wage rates for approximately 150 occupation classifications spanning administrative, automotive, food service, furniture maintenance, general services, health, information technology, instructional, laundry, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, stevedoring, technical, transportation, and miscellaneous occupations. Rates range from approximately $11.77 to $49.36 per hour depending on occupation level and specialization. All listed occupations receive health and welfare benefits of $5.92 per hour (up to 48 hours weekly, $236 weekly, or $1,026.13 monthly) or alternatively $5.42 per hour for employees also covered by Executive Order 13786. The determination includes vacation accrual (2-4 weeks based on tenure), eleven paid holidays annually, and applies to contracts subject to the Service Contract Act. Special provisions address computer professionals, hazardous pay differentials (8% and 4% based on hazard degree), night and Sunday pay premiums for traffic controllers and weather observers, and uniform allowances. A conformance process using Standard Form 1444 is outlined for classifying unlisted occupations.
