This is a Statement of Work for the EcoStruxure Building Operation Modernization project at the USDA APHIS Veterinary Services (VS) Animal Import Center located at 6300 NW 36th Street, Miami, Florida 33122.

The contractor shall modernize the existing Building Automation System (BAS) by removing and replacing obsolete controllers while retaining and reusing functioning control panels, wiring, and field-level equipment. Specific equipment replacements include: one (1) Schneider Electric EcoStruxure Building Operation AS-P Automation Server to replace the existing CMX 9924 network controller; one (1) Schneider Electric SpaceLogic EBO MP-C controller to replace the existing SCX 920 chiller plant controller; and thirteen (13) Schneider Electric SpaceLogic MP-C controllers to replace existing TCX 853 and TCX 867 controllers serving Air Handling Units AHU-1 through AHU-13. The contractor must integrate retained field-level controllers, including Variable Air Volume (VAV) terminal unit controllers, using compatible network interfaces. All new equipment must be configured for centralized control and supervision, integrated into the facility's BACnet/IP network, and connected to the Ethernet network.

The contractor shall provide programming, integration, and graphics development professional services to maintain existing approved sequences of operation for the chiller plant, 13 air handler units, AHU-2 reheat systems, thirteen VAV terminal units, and applicable floor-plan graphics, alarms, and schedules. The contractor must perform startup, testing, and commissioning to verify controller connectivity, system communication, monitoring and alarm functions, and proper operation according to existing control sequences. The contractor shall provide operator training addressing system operation, monitoring functions, alarms, and routine operator interface functions, along with required system documentation. All work must be coordinated with designated Government personnel to minimize disruption to facility operations, particularly activities affecting temperature monitoring or control in animal quarantine areas. Any conditions requiring work outside the established contract scope must be reported to the Government for review, and the contractor shall not proceed with additional out-of-scope work without written authorization from the Contracting Officer. Final acceptance is contingent upon completion of all required installation, programming, integration, testing, commissioning, training, and documentation deliverables.

Statement of Work EcoStruxure Building Operation Modernization

Project: EcoStruxure™ Building Operation Modernization

Client: USDA APHIS Veterinary Services (VS) Animal Import Center - Miami

Address: 6300 NW 36th St. Miami FL 33122

1.0 Scope of Work

The Contractor shall furnish all necessary labor, equipment, materials, supervision, programming, and technical services to modernize the existing Building Automation System

(BAS) at the USDA APHIS VS Animal Import Center located in Miami, Florida.

The modernization shall include removal and replacement of obsolete controllers, installation and configuration of compatible replacement equipment, integration with the existing system, programming, graphics development, testing, commissioning, and personnel training. The

Contractor shall retain and reuse functioning control panels, wiring, and field-level equipment where specified in this Statement of Work.

2.0 Background

The Miami Animal Import Center utilizes an existing Building Automation System to monitor and control HVAC equipment supporting facility operations, including animal quarantine areas.

Several existing controllers are obsolete and no longer supported by the manufacturer.

Modernization is required to restore reliable system communication and centralized monitoring while maintaining compatibility with functioning infrastructure.

3.0 Technical Requirements

3.1 Building Management System Automation Server

The Contractor shall furnish and install one (1) Schneider Electric EcoStruxure Building

Operation AS-P Automation Server to replace the existing CMX 9924 network controller.

The Contractor shall: Decommission and remove the existing CMX 9924 controller. Install the replacement AS-P within the existing building management system panel or an appropriate enclosure, as required. Connect the replacement server to the Ethernet network.

Configure centralized control and supervision of the replacement chiller and air-handling-unit controllers. Establish and verify communication with retained field-level controllers, including applicable VAV controllers. Configure system graphics, alarms, trends, setpoints, schedules, and web-enabled access.

3.2 Chiller Plant Controller Replacement

The Contractor shall furnish and install one (1) Schneider Electric SpaceLogic EBO MP-C controller to replace the existing SCX 920 chiller plant controller.

The Contractor shall: Decommission and remove the existing SCX 920 controller. Identify, label, and preserve existing field wiring for reuse where applicable. Install the replacement controller at the existing chiller control panel location, using the existing enclosure where feasible. Reconnect associated field devices, including sensors and actuators. Integrate the replacement controller into the facility’s BACnet/IP network. Configure and verify communications with the EcoStruxure Building Operation system.

3.3 Air Handling Unit Controller Replacement

The Contractor shall furnish and install thirteen (13) Schneider Electric SpaceLogic MP-C controllers to replace existing TCX 853 and TCX 867 controllers serving Air Handling Units

AHU-1 through AHU-13.

The Contractor shall: Decommission and remove the designated obsolete controllers. Identify, label, and preserve existing wiring for reuse where applicable. Install replacement controllers at the respective AHU control panel locations. Reconnect associated field devices to the replacement controllers. Integrate the controllers into the facility’s BACnet/IP network.

Configure network settings and verify communication with the EcoStruxure Building Operation system.

3.4 Integration of Existing Field-Level Controllers

The Contractor shall integrate retained field-level controllers, including applicable Variable Air

Volume (VAV) terminal unit controllers, using compatible network interfaces.

Existing functioning VAV controllers are not scheduled for replacement under this requirement.

The Contractor shall verify communication and centralized supervision of retained controllers as part of system integration.

4.0 Programming and Graphics

The Contractor shall provide programming, integration, and 1:1 Graphis development professional services for the following systems, based on existing sequences of operation (No modifications to sequences will be made).

• Chiller Plant

• 13 Air Handler Units

• AHU-2 Reheat 1 and 2

• Thirteen Variable Air Volume (VAV ) Terminal Units

• Applicable floor-plan graphics, alarms, and schedules.

Programming shall maintain the existing approved sequences of operation. Changes to those sequences are not included unless separately authorized by the Contracting Officer.

5.0 Testing and Commissioning

The Contractor shall perform startup, testing, and commissioning of replacement equipment and integrated BAS.

Testing shall verify controller connectivity, system communication, applicable monitoring and alarm functions, and operation in accordance with the existing approved control sequences.

The Contractor shall coordinate testing activities with designated Government personnel and address deficiencies within the contracted scope before requesting final acceptance.

6.0 Training and Documentation

The Contractor shall provide the required operator training and system documentation associated with the completed modernization.

Training shall address operation of the updated system, monitoring functions, alarms, and routine operator interface functions.

7.0 Performance and Coordination

The Contractor shall coordinate scheduled work with designated Government personnel to minimize disruption to facility operations.

Activities that may affect temperature monitoring or control in animal quarantine areas shall be coordinated in advance with the Government.

Any conditions identified that may require work outside the established contract scope shall be reported to the Government for review. The Contractor shall not proceed with additional out-of-scope work without written authorization from the Contracting Officer.

8.0 Inspection and Acceptance

The Government will inspect the completed modernization to determine compliance with the requirements of this Statement of Work.
