About this opportunity
The United States Citizenship and Immigration Services (USCIS), an agency within the Department of Homeland Security, published this Special Notice to announce its fourth Quarter Engagement with Industry for Fiscal Year 2026. The event was held on October 28, 2025, at 1:00 PM Eastern Time via Microsoft Teams to facilitate dialogue between USCIS and industry stakeholders. This is part of USCIS's ongoing quarterly engagement series designed to keep contractors informed about current and future procurement opportunities. The notice provided industry partners with access to comprehensive procurement information across multiple USCIS divisions. USCIS has since made available draft presentation slides, finalized slides, and a recording of the session on YouTube for those unable to attend the live event. The Special Notice represents the agency's commitment to transparency and collaboration with the contractor community regarding upcoming solicitations and acquisition plans.
The primary objective of this engagement was to provide industry with up-to-date procurement information and foster open dialogue about USCIS's contracting requirements across its Operations and Technology Divisions. Key procurement opportunities discussed included Records Operations Support Services (ROSS) with a budget exceeding $100 million, Cybersecurity Support Services, Enterprise Automation, and various software licensing and maintenance contracts, with estimated solicitation releases ranging from October 2025 through early 2026. Attendance was open to all interested contractors through self-registration via the Microsoft Teams link, with no specific eligibility restrictions noted, though many opportunities are targeted toward small businesses and socio-economic set-asides such as SDVOSB and 8(a) firms. USCIS organized the presentation by subdivisions and encouraged contractors to submit questions in advance for more accurate and timely responses, with all live and submitted questions addressed either during the call or through post-event documentation. The session was recorded and posted to USCIS's YouTube channel, and a comprehensive questions-and-answers document was released on November 12, 2025, providing detailed responses to contractor inquiries about contract vehicles, timelines, and acquisition strategies.
