About this opportunity
The U.S. Coast Guard is procuring repair services for a failed B-side air conditioning condenser on the USCGC STONE vessel that has experienced saltwater intrusion. The condenser, a Ketema model MHX 1208A-2P/MHX 12096003 130-ton chill water plant unit valued at approximately $54,287, requires complete disassembly, chemical cleaning, inspection, tube replacement, welding repairs, leak testing, and preservation coating application. Contractors must comply with all relevant Coast Guard Standard Specifications, including SFLC Std Spec 0740 for welding and allied processes, and must be registered in the Joint Certification Program through the Defense Logistics Agency. The work scope includes providing all labor, tools, and materials to install 84 new tubes, renew zinc anodes, and repair or renew all weld pads while following Coast Guard Technical Publication S9514-F1-MMA-010. The proposal deadline is March 30, 2026, with a performance period running from March 31, 2026 through April 13, 2026, allowing contractors only a 14-day window to complete the repairs.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small businesses. The work may be performed at the contractor's own repair facility provided it is located within 1,000 miles of USCG Base Charleston in North Charleston, South Carolina, though the primary place of performance is Charleston, SC 29405. The Coast Guard will ship the condenser to the contractor's facility, and the contractor is responsible for returning it to the vessel at 1050 Register Street, North Charleston, SC 29405. No incumbent contractor information or specific evaluation criteria are detailed in the solicitation notice provided. The compressed 14-day performance schedule and specialized technical requirements necessitate that interested contractors have immediate availability and demonstrated expertise in marine HVAC systems, condenser re-tubing, and compliance with Coast Guard specifications.
