About this file

This is a Statement of Work for the repair of an air conditioning condenser on the USCGC STONE vessel. The U.S. Coast Guard requires a commercial contractor to repair a failed B-side condenser on the #1 A/C skid that experienced saltwater intrusion. The condenser is a Ketema model MHX 1208A-2P/MHX 12096003, 130-ton chill water plant unit with an estimated value of $54,287. The work must be completed between March 31, 2026 and April 13, 2026. The contractor may perform work at their own facility provided it is located within 1,000 miles of the USCG base in North Charleston, South Carolina. The Coast Guard will ship the condenser to the contractor and the contractor is responsible for returning it to USCGC STONE at 1050 Register Street, North Charleston, SC 29405.

The scope requires the contractor to provide all labor, tools, and materials to disassemble and chemically clean the condenser, inspect the shell, heads, and tube sheets, repair or renew all weld pads, install 84 new tubes, conduct leak testing, reinstall condenser heads with new gaskets and seals, renew all zinc anodes, and apply touch-up preservation coating to match existing surfaces. The contractor must follow Coast Guard Technical Publication S9514-F1-MMA-010 for all procedures, submit a Condition Finding Report documenting component conditions, and perform all welding and brazing per SFLC Standard Specification 0740. The contractor must be registered in the Joint Certification Program through the Defense Logistics Agency to receive referenced specifications. The technical point of contact is LTJG Justin Waters at Justin.l.waters@uscg.mil.
