About this opportunity

The U.S. Coast Guard has published a Special Notice regarding a UPS replacement for the USCGC Sequoia (WLB 215), though the procurement has already been awarded through a Joint Operations Task Force Operations Center (JOTFOC) process. The notice serves as an informational announcement about the completed acquisition of a Single Phase Uninterruptable Power Supply system for the Coast Guard vessel. The Department of Homeland Security's U.S. Coast Guard Surface Forces Logistics Center is the issuing agency for this notice. Despite being labeled as a "Total Small Business" set-aside opportunity, accompanying documentation reveals this was actually awarded as a sole source contract to Nova Electric in Bergenfield, New Hampshire. The notice was posted on August 14, 2025, with an associated deadline of August 19, 2025.

The purpose of this Special Notice was to provide transparency about the UPS procurement that includes specific military-grade equipment meeting standards MIL-STD-461, MIL-STD-810, MIL-STD-1399, and MIL-STD-167. The contract required delivery of a complete UPS cabinet with internal assembly, power modules, and isolation transformer within five weeks to FINCANTIERI BAY SHIPBUILDING in Sturgeon Bay, Wisconsin. Although initially appearing as a competitive opportunity, the accompanying Notice of Intent to Sole Source indicates the contract was awarded under FAR Parts 12 and 13 as a Firm Fixed Price commercial item procurement. Contractors interested in future similar opportunities must maintain registration in the System Award Management (SAM) database and comply with all applicable federal, state, and local regulations. The NAICS code 336611 for Ship Building and Repairing governs this procurement, with contacts provided from both the USCG logistics center and the vessel itself for coordination purposes.
