The scope of work includes various repair items such as fire prevention requirements, main reduction gear overhaul, drydock temporary services, sea trial performance support, and towing services. Interested contractors are required to respond by January 27, 2025, at 12:00 pm Eastern Standard Time, submitting their business size status to Iran.N.Walker@uscg.mil. Following the responses, the Coast Guard will determine whether the requirement will be set aside or unrestricted, with a combined synopsis/solicitation to be posted on https://www.fbo.gov/. The contract falls under NAICS Code 336611 with a small business size standard of less than 1,250 employees.
The opportunity is currently designated as a Total Small Business set-aside, with potential for further classification as a HUBZone, Service-Disabled Veteran-Owned Small Business, or Women-Owned Small Business set-aside. For HUBZone and Service-Disabled Veteran-Owned Small Business set-asides, at least 50 percent of personnel costs must be spent on employees from the respective business categories. The performance period for the drydock repairs is scheduled from April 22, 2025, to July 20, 2025, and will take place at the contractor's facility. While specific award values are not disclosed, the detailed requirements suggest a comprehensive repair project for the Coast Guard cutter. Contractors should carefully review the specific ownership and management requirements for various small business set-aside categories, particularly the provisions for women-owned small businesses, which mandate at least 51 percent direct ownership and control by U.S. citizen women.
