About this opportunity
The U.S. Coast Guard is seeking crane services for the USCGC Raymond Evans at Coast Guard Base Miami Beach to perform complex rigging operations involving the removal and reinstallation of the vessel's canopy, WERP plates, and main diesel engines. The project requires contractors to develop comprehensive rigging plans, provide certified crane operators and equipment, and execute precise lifting operations to extract existing main diesel engines and install two Government-furnished MTU 20V4000M93L engines. Contractors must comply with strict OSHA and Coast Guard safety requirements, provide certification documentation, and notify the Contracting Officer's Representative 24 hours prior to all lift operations. The contract will be awarded using Lowest Price Technical Acceptable evaluation criteria, with cost and past performance factors also considered in the selection process. A mandatory site survey is scheduled for October 7, 2025 at 9:00 AM, and all quotations must be submitted by 1:00 PM on October 10, 2025, with an anticipated award date of October 20, 2025.
This opportunity is designated as a Total Small Business Set-Aside under NAICS code 238990 (All Other Specialty Trade Contractors), restricting participation to qualified small businesses only. The contract will be structured as a fixed-price arrangement awarded through simplified acquisition procedures under FAR Parts 13 and 15, with contractors required to provide detailed price breakdowns for materials, equipment, and labor costs. Performance will take place at the United States Coast Guard Base Miami Beach located at 100 MacArthur Causeway, Miami Beach, Florida 33139. The scope involves sophisticated marine engineering work on a 154-foot Fast Response Cutter, requiring specialized heavy lifting capabilities and marine construction expertise. The project timeline appears concentrated, with the site survey, proposal submission, and contract award all occurring within a two-week window, suggesting an urgent operational requirement for the vessel's engine replacement project.
