About this opportunity

The Department of Homeland Security U.S. Coast Guard, procuring on behalf of the Surface Forces Logistics Center, seeks on-site removal and installation of a hydraulic cylinder on USCGC Healy's bow crane, with proposals due July 31. This is a total small business set-aside under NAICS 811310, foreclosing competition outside the small business pool.

Place of performance is 1519 Alaskan Way S., Seattle, WA 98134. The period of performance runs August 3–14, 2026. The contractor must provide all on-site labor, rigging equipment, and consumable materials to remove a leaking hydraulic actuating linear cylinder (current drip rate five drips per second while energized) and install a Government Furnished Equipment replacement cylinder (P/N 41984, NIIN 014601128). Work includes disconnecting hydraulic hoses, disposing of removed fluids per federal, state, and local regulations, inspecting and cleaning mounting bores, installing the new cylinder with marine-grade anti-seize compound, reconnecting hydraulic lines with new O-rings and seals, bleeding air from the system, conducting no-load and weight testing (7,400 lbs winch brake static and dynamic; 6,720 lbs rated), verifying zero visible leakage, and performing post-repair operational testing with Coast Guard Inspector verification. The contractor must supply 15–25 gallons of matching marine hydraulic fluid and protective coverings. Contractor must be registered in the Joint Certification Program through Defense Logistics Agency and provide REAL ID Act–compliant identification for base access. Prevailing wage requirements apply per Seattle wage determinations. Evaluation uses Technical Capability (Pass/Fail) and Past Performance (Pass/Fail) as non-price factors; a quotation must receive an Acceptable rating on all non-price factors to be eligible for award. Among acceptable quotations, award goes to the responsible offeror with the lowest evaluated price. PSC code is J049. Firm-fixed-price service contract.

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

  1. Technical Capability (Pass/Fail)
  2. Past Performance (Pass/Fail)
  3. Total Price

A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price.

To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable.

The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. Offerors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable.

Offerors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the offeror shall provide the subcontractor’s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute.

Submissions must be complete, clear, and presented in a format that allows effective evaluation by the Government. Submit all questions via email to the points of contact identified in this notice. The Government will not accept telephone inquiries.

Submit offers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the services, including but not limited to manufacturing, packaging, handling, transportation, duties, tariffs, fees, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.
