Offerors must submit three components: a firm fixed price quote, technical capability documentation (limited to one Gantt chart and ten pages), and past performance information (limited to three pages). The government will evaluate proposals based on technical capability and past performance as equally important factors, which are significantly more important than price, with emphasis on ship repair experience within the last three years and project management capability. Critical deadlines include a question submission deadline of 8:00 AM PST on November 12, 2025, a drawing request deadline of 8:00 AM PST on November 8, 2025, proposal due date of 8:00 AM PST on November 21, 2025, and an anticipated award date of December 19, 2025.
This is a Total Small Business set-aside contract with a Women-Owned Small Business (WOSB) designation under NAICS code 336611 (Ship Building and Repairing). The contract will be structured as an Indefinite Delivery Requirements (IDR) contract with a firm fixed price, with work performance scheduled from January 6, 2026 to April 17, 2026. Offerors must be certified as U.S. or Canadian contractors through the Joint Certification Program and must provide the name and location of the shipyard in their submission. The solicitation covers a total estimated quantity of 1,300 employees and indicates a government estimate template with 110 individual work items, though specific budget ranges are not disclosed in the solicitation documents. Work will be performed in Alaska, with the Coast Guard accepting offers from vendors outside District 17, and all questions and responses will be posted on SAM.gov for transparency to all potential offerors.
