About this opportunity

The US Coast Guard, under the Department of Homeland Security, has issued a Special Notice indicating their intent to award a contract to Philadelphia Gear for reduction gear technical services on the USCGC CYPRESS. This notice pertains to addressing inadequate generator pinion flow from spray nozzles and related repairs on the vessel's main reduction gear system. The contract opportunity is classified under ship building and repairing (NAICS 336611) and maintenance/repair of ship and marine equipment (PSC J020). The notice was posted on June 16, 2025, with a response deadline of June 18, 2025. No set-aside designation has been applied to this procurement opportunity.

The purpose of this technical service requirement stems from an urgent Coast Guard-wide inspection of lubrication oil system flow on all 16 WLB class cutters following recent main reduction gear failures. The Coast Guard is proactively identifying lubrication flow problems that could worsen aging issues in main reduction gears before each vessel's scheduled major overhauls. The USCGC CYPRESS inspection revealed poor flow from generator pinion spray nozzles with only a single nozzle producing adequate flow, plus visible damage to a bull gear tooth that requires hand dressing or stoning repair. The extremely short response window of two days suggests this is likely a sole-source procurement with Philadelphia Gear being the intended contractor. Contractors interested in this opportunity would need to respond by the June 18, 2025 deadline, though the notice appears to be more of an award announcement than an open solicitation.

USCGC CYPRESS
Inadequate Generator Pinion Flow from Spray Nozzle Repair
1. Background, Problem Statement:
1.1 Main Reduction Gear (MRG) Info:
MFR ID 96-DHCMGH-CP
B Class Model Gear Unit Reduction: NSN 3020-XF-C11-6019
Input RPM 900 Output RPM 254
Gear ration 3.541:1
1.2 Background:
CGC CYPRESS was asked as were all 16 of the WLB class, to do a urgent inspection of the LO System Flow from visible spray nozzles. After recent MRG failures the USCG is trying to identify any LO flow problems that can exacerbate the MRG aging issue prior to each Cutter’s scheduled future “Major Overhauls”. Cypress reported after their inspection:
A. Poor flow from Generator pinion 3 spray nozzles. It appears only a steady stream is coming from a single spray nozzle.
B. A Bull Gear tooth has visible damage. It appears (USCG desire) that it can be mitigated by hand dressing/stoning.
