About this opportunity
The Department of Homeland Security US Coast Guard seeks dockside repairs to the USCGC CALHOUN (WMSL-759), a 418-foot National Security Cutter, with proposals due October 7 by 11:00 AM EST. The procurement is a HUBZone set-aside designated as a Women-Owned Small Business (WOSB) preference, requiring 100% preference for HUBZone small businesses. Amendment 0002, effective September 24, extended the proposal deadline from September 28 to October 7 and revised the specification to Rev-2; technical package requests are now due September 29 by 11:00 AM EST.
Place of performance is North Charleston, South Carolina. The NAICS code is 336611 (Ship Building and Repairing); PSC code is J998 (Non-Nuclear Ship Repair-East). Work encompasses 21 definite line items including circuit breaker inspection and testing per ANSI/NETA MTS-2019 standards, relief valve five-year certification, slip-resistant deck covering renewal on stern deck, tenting provision, fuel and water tank cleaning and inspection (diesel oil, aviation fuel, potable water, water mist systems), technical change-to-organization modifications (dewatering discharge connections, potable water hose connections, dry provision storeroom, HVAC system, weather deck scuppers, MPAC demister), general welding services (up to 50 activations maximum), temporary services provision, and fire prevention services. The vessel displaces 3,925 long tons and operates dual MTU diesel engines and one GE LM2500 gas turbine. Government-furnished property includes specific bolts, water mist bladder tank, joiner door, and thermostatic switches.
The contract is firm fixed price. Evaluation prioritizes Technical Capability (most important), Past Performance, and Price (third), using best value trade-off methodology. Offerors must submit a detailed pricing schedule in Excel format, a Gantt chart or equivalent planning document, a technical narrative (maximum ten pages) addressing performance risks, environmental mitigation, schedule management, quality assurance, surge capacity, and warranty terms; past performance for one to three relevant contracts completed within three years; proof of insurance with minimum $1 million per occurrence for general and automobile liability; E-Verify enrollment proof; signed SF1449; and anticipated subcontractor list with qualifications and work allocation percentages. All quotes must remain valid for 120 calendar days from solicitation close. Performance period runs February 23 through May 14, 2027. Contractors must obtain FLETC ID badges and DHS security clearance (U.S. citizens 14 days prior; foreign-born/foreign nationals 30 days prior). Personnel requiring access to classified spaces must provide security clearance documentation two weeks before arrival. Contractor-furnished power is required; pier power mound availability is not guaranteed, though limited outlets may be available 400 yards or greater from the vessel's final berth.
