About this file

This document is a Request for Clarification Responses for USCGC CALHOUN (WMSL-759) ship repair contract work.

The first clarification addresses Work Item 15 (TCTO: Dry Provision Storeroom, Modify), specifically electrical work for fan relocation referenced in paragraph 3.5.6 and drawing 750-WMSL-320-004. The Coast Guard response directs contractors to consult the revised Statement of Work for an added drawing that addresses the electrical work requirements. The second clarification concerns pier power availability and hookup specifications at USCG Base Charleston. Per SFLC Standard Specification 0000 and 0450, the contractor is responsible for furnishing all electrical power needs. While power mounds at large Coast Guard facilities typically offer receptacles for ship repair contractor use, availability is not guaranteed. At USCG Base Charleston piers Papa berth N3 and S2, contractor repair plugs include three 120-volt 15-ampere GFCI outlets, one 120/240-volt 50-ampere plug, and one 480-volt 200-ampere plug. However, USCGC CALHOUN has no assigned berth, and available empty power mounds may be located 400 yards or greater from the vessel. The new Pier November (not to be counted on for this bid) will offer only 120-volt contractor plugs. Contractors must furnish mating plugs or adapters for Coast Guard receptacles and should plan to provide their own power. The Coast Guard will not authorize contractors to connect to the ungrounded side of a power mound while a cutter is simultaneously connected to that mound (such as 480-volt Viking connectors).

USCGC CALHOUN (WMSL-759) Request for Clarification Responses

Specification Paragraph Reference:

WI 15 para 3.5.6

Question:

Work Item 15 from the revised spec (WORK ITEM 15: TCTO: Dry Provision Storeroom, Modify):

The electrical work described in paragraph 3.5.6 references drawing 750-WMSL-320-004, but that drawing does not show any electrical work for the fan relocation. Please provide clarification or indicate if there is another drawing available for review regarding the electrical work for this Work Item.

Coast Guard Response:

Please see revised Statement of Work for added drawing that addresses the electrical work for the fan relocation.

Specification Paragraph Reference: Package / Pier Services

Question:

KTR requests to know what pier power will be available if any during this contract and how far it will be located from the vessel to power KTR tools and equipment?

What hook-ups and AMP’s will be available? Ex. Viking, Russell-stolles, other

Coast Guard Response:

Per the SFLC Standard Specification:

SFLC STD Spec 0000:

3.2.7 Contractor-furnished properties and services. The Contractor must furnish all necessary labor, equipment, materials, staging, fittings, and tools, for proper completion of each item of work, unless otherwise specified as Government-furnished in particular work items.

3.2.7.1 Services include, but are not limited to the below-listed, as required, for completion of Contractor work:

- Electrical power (KTR is responsible for all of their own electrical power needs)

SFLC STD Spec 0450:

SFLC STD Spec 0450 3.1.1 “Citation of an appendix does not guarantee that such a method will satisfy the Contractor’s power needs.”

SFLC STD Spec 0450 3.1.2 states that the contractor must “furnish any mating plugs or adapters needed for connecting to Coast Guard receptacles, both ashore and afloat”.

Appendix A2.1.1-2.1.3

2.1.1: Contractor Power receptacles. At large Coast Guard facilities, power mounds are OFTEN equipped with receptacles intended for ship repair Contractor use. Such receptacles are the preferred method of powering dockside Contractor tools and equipment.

2.1.2: Typically, ONE SINGLE PHASE 120 VAC, 15 A GFCI duplex receptacle is provided.

2.1.3: One or two 480 or 480/277 VAC sleeve and pin receptacles MAY be provided with typical ampacity ranging from 30 to 200 A. (Russelstoll)

A2.1.4 “ If the transformer providing power to the adjacent berth is not powering any cutter, such is the preferred connection point.”

At USCG Base Charleston pier Papa berth N3 and S2 have contractor repair plugs. Each berth has three 120 volt 15 ampere GFCI outlets, one 120/240 volt, 50 ampere plug, and one 480 volt 200 ampere plug. (Please see below picture) There is no specific guarantee that USCG CALHOUN will be located at one of these two berths. Any potential bidder should be prepared to provide for their own power needs. An empty power mound that has Viking connectors pictured in the SFLC STD SPEC 0450 should not be counted on for use by a contractor. These power mounds are designated for USCG cutter use and a cutter will take priority over a contractor.

USCG Base Charleston will have a new pier in operation, in the near future (not to be counted on as part of this bid) The new pier (November) will not have contractor power sources other than 120 volt plugs for contractor use. If a power mound adjacent to a berth on pier November is empty it would be preferred, not guaranteed.

Available mounds that are empty may be as far as 400 yards or greater from the berth the cutter is located at. USCGC CALHOUN does not have an assigned berth at USCG Base Charleston.

Contractors should have what they need to provide their own power when bidding for this solicitation. At no time will the USCG authorize a contractor to plug in to the ungrounded side of a power mound, the same time a cutter is connected to that mound (i.e. the 480 volt Viking connectors)
