About this opportunity
The U.S. Coast Guard seeks dockside repair services for the USCGC BERTHOLF (WMSL-750), a 418-foot National Security Cutter, with proposals due September 4, 2026, and questions due August 14, 2026. This is a 100% women-owned small business (WOSB) set-aside, firm fixed-price requirements contract.
Place of performance is Alameda, California. Work is scheduled February 2 through April 30, 2027, with standard work hours Monday–Friday 0700–1700 for industrial work and 0800–1600 for hot work. The NAICS code is 336611, Ship Building and Repairing, with a 1,300-employee size standard.
Scope encompasses 19 work items including fire prevention system work, side boat davit installation (OEM authorized Allied Systems technical representative required), cargo handling elevator renewal, Level 2 incinerator servicing, Talon Grid and Elex dry air compressor inspection and testing (OEM authorized Atlas Copco technical representative required), installation of slip-resistant fantail and hangar decking, Nulka armor pad cover plate renewal, main drainage valve renewal, forward grey water pump discharge check valve overhaul, polymeric deck covering renewal, deck sealing and preservation, and renewal of flexible hoses for gas turbine moisture separators, bow thrusters, and anchor windlass, plus MP fuel storage and overflow tank renewal and cleaning. Government-furnished equipment (approximately $500,000 total) includes the Allied Systems Dual Point Davit ($480,000) and Atlas Copco compressor components. Critical inspection items must be completed within the first 25 percent of the contract period. Contractor personnel and all subcontractors must obtain RAPIDGate credentials no fewer than 45 calendar days before work commences and be listed with the Contracting Officer's Representative 30 days in advance.
Evaluation prioritizes Technical Capability (more important than Past Performance), with both factors combined as significantly more important than Price. Quoters must submit technical planning documents with Gantt charts, written narratives (up to ten pages), past performance questionnaires for one to three relevant contracts completed within the last three years, proof of insurance, E-Verify enrollment proof, complete subcontractor lists, welding certifications as required by specification, and executed amendments. Quotes must remain valid 120 calendar days from solicitation close and be submitted via email to Mark.Cap@uscg.mil and William.R.Zittle@uscg.mil. Amendment A0003, effective August 26, 2026, updated the period of performance and extended the close date from August 27 to September 4, 2026. Amendment A0001 clarified that Coast Guard Drawing 418A-WMSL-320-013, Rev B (not Rev C) applies to Elex Dry Air Compressor Power Installation. A ship check is available aboard USCGC WAESCHE in Alameda from July 31 to August 17, 2026, by appointment with the Port Engineer.
