This is a competitive 8(a) set-aside, though the Randolph-Sheppard Act establishes statutory priority for blind vendors represented by State Licensing Agencies.
Place of performance is Houston, Texas. The contract covers a 12-month base period from December 1, 2026, through November 30, 2027, plus four optional one-year periods through November 30, 2031, with an additional six-month extension option available under FAR 52.217-8. The contract is structured as Firm Fixed Price under FAR Part 12.
The contractor must provide comprehensive dining facility management, meal preparation and cooking, stocking and serving, facility and equipment cleaning per Coast Guard Sanitation Manual standards, fresh bread and dessert preparation, salad bar assembly, cashier services, and quality control with operator maintenance of galley equipment. The facility operates Monday through Friday from 0630–0745 (breakfast) and 1130–1245 (lunch), with weekend service during reserve drills twice yearly. Historical meal volumes average 800 breakfasts and 1,900 lunches monthly, with December reductions and additional service during October and April reserve weekends for approximately 160 personnel. A full-time Program Manager meeting specified qualifications (five years full food service experience with two years supervisory capacity, ServSafe Manager certification, and a two-year degree in hotel/restaurant management or equivalent military rank and tenure) and an alternate must be on-site during all operations. All contractor personnel must pass health certifications including physical examinations, immunizations, and food handler cards prior to employment. The contractor furnishes all personnel, uniforms, and equipment except government-provided equipment listed in Technical Exhibit 3. The contractor is responsible for credit/debit card payment processing with PCI-DSS and EMV compliance, and must maintain cyber insurance of at least one million dollars unless the associated bank provides standard service coverage.
NAICS code is 722310 (Food Service Contractors) with a $47 million size standard. PSC code is S203 (Housekeeping–Food). Evaluation weighs non-price factors (Technical Approach, Management Approach, and Past Performance) significantly more heavily than Price. Quotations must include three separate volumes: Volume I with Technical Approach and Management Approach (20 pages maximum combined), Volume II with Past Performance questionnaires from at least two contracts completed within the past five years, and Volume III with pricing using the provided Schedule of Services form. Questions are due July 6, 2026, at 12:00 PM ET. An optional site visit is scheduled for June 30, 2026, at 9:00 AM ET. Prices must be held firm for 120 calendar days from submission.
