About this opportunity
The U.S. Coast Guard seeks major maintenance and repair of its Sector Field Office Southwest Harbor galley and housing building, with sealed bids due September 17 and questions due September 3. The procurement is a 100% Total Small Business Set-Aside issued as an Invitation for Bid.
Place of performance is Southwest Harbor, Maine. The base bid encompasses replacement of hurricane-rated windows with extruded aluminum exterior cladding and wood interiors (including double-hung configuration, mini-blinds, and new interior sills and trim), replacement of exterior doors with new hardware, frames, and thresholds, removal of the existing EPDM roof system and installation of a new fully adhered TPO roofing system, and removal of existing gutters with installation of new heavy-duty box gutters and downspouts with concrete splash blocks. Offerors must select one of two mutually exclusive option bids for siding replacement: Option 1a requires new vinyl siding in-kind with weather-resistive air barrier; Option 1b requires fiber-cement board siding with cellular composite PVC trim components. Contractors must provide lump sum pricing for the base bid and the selected option.
The building must remain occupied during construction. Contract performance must commence within 10 calendar days of notice to proceed and be completed within 300 calendar days. Performance and Payment Bonds equal to 100% of contract award and a 20% bid guarantee are required. The NAICS code is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million. Five contractors submitted bids on September 17; base bid offers ranged from $1,126,339.00 to $2,410,665.94. Prevailing wage rates under Davis-Bacon apply. Funds are not currently available; no award will be made until funding is secured.
