Amendment of Solicitation Summary

This is Amendment 0003 to Solicitation 70Z0G126BSNNESW01, issued by the USCG Civil Engineering Unit Providence on September 9, 2026. The amendment extends the receipt date for offers and provides responses to five Requests for Information (RFI) submitted by potential offerors. All amendments must be acknowledged with bids to avoid rejection.

The RFI responses address key project clarifications: (1) Site visits can be scheduled by contacting Christopher Gazey but site notes/photos will not be provided; (2) Concealed roof substrate damage will be treated as unforeseen site conditions rather than priced separately; (3) Hazardous materials are not anticipated given building enclosure materials were replaced in 2004, with specifications in section 01 35 26 addressing unforeseen hazardous material; (4) The contractor is not responsible for disconnecting or modifying existing rooftop equipment and shall only flash to existing equipment curbs present at roof replacement commencement, as some equipment may be under a separate USCG maintenance project; and (5) The 300-day performance period provides adequate time for TPO roofing installation within manufacturer temperature requirements (40°F to 85°F ambient and substrate temperatures). All other contract terms and conditions remain unchanged.

SUMMARY OF CHANGES

Request for Information Repsonses

RFI#1. Will the Coast Guard provide site-visit notes or photos, or allow another walkthrough before bids are due?

Government Response: The Coast Guard will not provide site-visit notes or photos as these are the responsibility of the site-visit attendees. Another walkthrough before bids are due can be scheduled by contacting Christopher Gazey at Christopher.E.Gazey@uscg.mil.

RFI#2. How should concealed damage to the existing roof deck or substrate found after tear-off be priced—allowance, unit price or change order?

Government Response: The existing roof substrate is steel decking supported by steel bar joist and don’t anticipate any concealed damage requiring repair. Concealed damage would be addressed as unforeseen site conditions.

RFI#3. Do the hazardous-material reports identify any asbestos or lead in the roofing, siding, trim or sealants, and who carries the abatement and disposal?

Government Response: See specification section 01 35 26, paragraph 3.1.2 Unforeseen Hazardous Material. Given that the building enclosure materials have been replaced in 2004 we do not anticipate encountering hazardous materials during construction operations.

RFI#4. Who is responsible for the rooftop equipment, curbs and penetrations if anything must be disconnected, raised, modified or reinstalled for the new roof?

Government Response: All the existing roof top equipment and penetrations are shown as existing and shall be flashed to the existing equipment curbs (please see Keynote 9 on AD101 and keynote 10 on A-120). The Contractor is not required to disconnect, raise, modify, reinstall or remove any existing mechanical equipment for this contract.

The USCG has a current in-progress maintenance project mainly at the Group Station Building, and interior mechanical work at the UPH/Galley Building. The equipment is shown and penetrations over the kitchen/dining hall roof as existing even though the equipment may or may not be installed given this work is under another contract. The Contractor shall only be responsible for flashing to existing equipment curbs that exist at the time roof replacement begins.

RFI#5. What is the anticipated construction window, and can the roofing be scheduled within the manufacturer’s temperature requirements during the 300-day performance period?

Government Response: The performance period of 300 days will allow for ambient and substrate temperatures (between 40 deg. F and 85 deg. F) for the installation for the TPO roofing.

All other terms and conditions remain unchanged
