About this file

This Statement of Work outlines requirements for a vessel rental to support USCG MSRT West pier side shipboard tactical training in San Diego. The contractor must provide a US-flagged vessel between 165-175 feet in length, moored at a secure facility with limited public access, featuring specific requirements including a 12'x12' open deck space, minimum 15-foot freeboard for hook and climb maneuvers, and a flat freeboard without obstructing protrusions.

The vessel must accommodate 35 passengers (safety observers and evaluators) and be configured to resemble a research survey vessel with multiple internal spaces including bridge, engine room, machinery room, berthing areas, galley, auxiliary spaces, aft steering, and flying bridge. The training will involve Coast Guard team members deploying via small boat to conduct hook and climb operations, close quarters combat with Simmunitions, CBRNE scenarios, tactical combat casualty care, and mission planning. The training is scheduled for February 19 from 0800-1600 hours. Based on the associated special notice, this requirement will be awarded as a sole-source purchase order to ECLIPSE GROUP under simplified acquisition procedures.
