About this opportunity
The United States Coast Guard seeks to procure one diesel-powered Utility Task Vehicle for USCG Base Charleston, with quotations due June 25, 2026. This is a 100% small business set-aside, foreclosing competition outside that pool.
Place of performance and delivery is USCG Base Charleston, 1050 Register Street, North Charleston, SC 29405, with delivery expected within 30 days of award. The vehicle must accommodate four to six passengers, feature a complete cab enclosure with heating and windshield wipers, roll cage, seat belts, front and rear lighting with turn signals, side and rear-view mirrors, and horn. Street tires are preferred for longevity. The vehicle must achieve a minimum maximum speed of 25 mph and operate on on-road terrain only; towing and payload capacity are not required. A one-year or 1,000-hour warranty from a local authorized dealer is mandatory, including service and maintenance support. Remote operator training and dealer-provided maintenance training are included.
The contract type is firm fixed-price purchase order. NAICS code 441227 applies, with small business size standard of $19.5 million. Evaluation will be Lowest Price Technically Acceptable (LPTA), with technical acceptability assessed first based on Statement of Work compliance and offeror capability and understanding, followed by price evaluation. The Government reserves the right to award without discussions. All personnel must undergo timestamped pre-delivery inspection by the dealer and follow-on inspection by the receiving party; the vehicle will not be accepted if discrepancies are noted. Site visits are not required. Quotations must include unit pricing; zero-dollar pricing is permitted, but blank or non-dollar entries are unacceptable. The Contracting Officer is Shannon Bistline; questions must be submitted in writing to Julia.S.Kline2@uscg.mil with the solicitation number in the subject line.
