The UTV is required to support consistent travel between the new Base Charleston facility, FLETC, and the piers for security patrols and monitoring operations. The vehicle will serve as a primary transportation means for the Security Division/Command Security Officer (SECDIV/CSO) to maintain presence across three piers, associated support facilities, and Building 681, with the CSO's permanent office located in the new Base ADMIN building.

The UTV must be a diesel-engine vehicle with a six-passenger seating capacity, standard suspension and tire specifications (street tires preferred), and a minimum ground clearance. Required safety features include seat belts, roll cage, front and rear lighting with turn signals, mirrors, and a horn. Weather protection must include a cab enclosure with heating and windshield wipers. The vehicle must meet a minimum speed capability of 25 mph and be suitable for on-road terrain only. A one-year or 1,000-hour warranty is required, with service and maintenance support provided by a local authorized dealer. Delivery is expected within 30 days after award to 1050 Register Street, North Charleston, SC 29405. The vehicle must undergo pre-delivery inspection by the dealer and follow-on inspection by the receiving party with timestamped photographic documentation of any discrepancies; the vehicle will not be accepted if discrepancies are noted. Remote operator training and dealer-provided maintenance training are included, along with documentation comprising the owner's manual, maintenance schedule, and parts list.
