About this opportunity

The United States Coast Guard Surface Forces Logistics Center is soliciting bids for emergency underwater body repair services for the USCG ANT Bristol (49427), a 49-foot utility boat that has sustained hull damage and is currently taking on water. Due to the critical nature of the damage and the vessel's inability to transit safely, this requirement is being awarded as a sole source contract without full and open competition. The Coast Guard requires contractors to perform comprehensive drydocking repairs including general welding and fabrication, ultrasonic thickness testing, 100 percent preservation of underwater and freeboard hull surfaces, cathodic protection zinc anode replacement, temporary work shelter provision, certified marine chemist services for confined space entry and hot work, drydocking and undocking operations, temporary support services, and sea trial performance support. Evaluation will focus on technical acceptability, competitive pricing, and past performance ratings of satisfactory or higher, as documented through completed Past Performance Questionnaires submitted by contractor references. The solicitation was issued on February 20, 2026, with proposals due by February 23, 2026, at 11:00 AM EST, and an anticipated award date of February 24, 2026.

This procurement is set aside 100 percent for women-owned small businesses under the WOSB program, and no incumbent or current contractor has been identified in the available documentation. The contract is structured as a firm fixed-price award with a performance period of 30 calendar days, from February 24, 2026, to March 25, 2026, and will be performed at a commercial drydocking facility in Bristol, Rhode Island. Contractors must meet stringent qualifications including ship repairer's liability and comprehensive general liability insurance of $500,000 each, welding certifications and SFLC-approved drydock certifications, AMPP Senior Inspector or NACE Level 3 coating certification, and facility requirements of minimum 7-foot water depth and 25-foot vertical clearance. The contract schedule includes eleven definite contract line items with firm fixed pricing and two optional line items for composite labor rates and lay days, requiring detailed cost breakdowns submitted in an Excel spreadsheet format. Payment will be made based on percentage of completion with 10 percent contract value withheld until all deliverables are received and accepted.
