About this opportunity
The U.S. Coast Guard intends to solicit aircraft modification services to install the government-owned Minotaur Mission System Suite (MSS+) on new production C-130J aircraft for the USCG and Customs and Border Protection, with a Request for Information due September 17, 2026, and an estimated contract performance start of mid-2028.
The requirement covers a base of three USCG C-130J aircraft and one CBP C-130J aircraft, with options for an additional three USCG and five CBP aircraft. Missionization efforts commence in fiscal year 2030 at an anticipated rate of one to two aircraft annually thereafter based on funding availability. The estimated period of performance runs from mid-2028 through March 31, 2038 (approximately 10 years), with initial aircraft induction beginning in FY30.
Work encompasses acquisition and installation of MSS+ components including Minotaur Processors, two aircrew Mission System Operator stations, electro-optical/infrared sensor systems, multi-mode radar, direction finder systems, high-frequency and V/UHF communications, INMARSAT satellite communications, and automated identification systems. The effort includes prototype and integration of new capabilities addressing diminishing manufacturing sources and material shortages, complete Technical Data Package delivery, execution of all Time Compliance Technical Orders and Engineering Change Proposals, and Government acceptance testing including functional ground tests, functional check flights, and system acceptance tests.
Facility requirements include a climate-controlled hangar, precision instrument approach capability with a 6,000-foot runway, and 1,100 square feet of office space for Government personnel with high-speed internet and VPN connectivity. The applicable NAICS code is 336413-07 (Aircraft Modifications Manufacturing). L3Harris is the incumbent contractor under contract 70Z02322C93110001. The Government reserves the right to use RFI responses in resultant solicitations and does not anticipate awarding a cost-type contract.
