About this file

This is a Request for Information (RFI) issued by the United States Coast Guard (USCG) for market research purposes to identify sources for aircraft modification services, specifically "missionization" of C-130J aircraft. The USCG seeks to install the government-owned Minotaur Mission System Suite (MSS+) on new production USCG and Customs and Border Protection (CBP) C-130J aircraft. The requirement includes a base of three USCG C-130J aircraft and one CBP C-130J aircraft for missionization, with potential options for an additional three USCG aircraft and five CBP aircraft. The effort may also include prototype and integration of new capabilities and solutions addressing diminishing manufacturing sources and material shortages (DMSMS). The USCG HC-130J Long Range Surveillance Acquisition Program requires 28 total HC-130J aircraft, while the CBP Extended Border Foreign Operations Surveillance Program requires 12 missionized HC-130J aircraft. Both programs will share a common Technical Data Package and utilize one program office for missionization efforts.

Missionization efforts are expected to commence in FY30 with all four base aircraft ready for induction in FY30; the period of performance is estimated to begin mid-2028 to enable production ramp-up and material procurement, with additional aircraft anticipated at a rate of one to two per year thereafter based on funding availability. The applicable NAICS code is 336413-07 (Aircraft Modifications Manufacturing). Responses must address 21 specific questions regarding company capabilities, existing contracts, contract type recommendations, scheduling considerations, concurrent aircraft capacity, missionization timeline, lead times, and equipment furnishing options. Responses should not exceed 20 pages and must be submitted via email to Andrew.Gordon@uscg.mil and Jennifer.D.McMahon@uscg.mil by the deadline established in the SAM.gov posting. This is market research only; no solicitation currently exists, submission is voluntary, and the Government will not pay for any costs incurred. All submissions become Government property and will not be returned.

Request for Information (RFI)

Purpose: The United States Coast Guard (USCG) is issuing this request for information (RFI) for market research purposes to identify sources for aircraft modification services, “missionization”, to install the USCG developed and government-owned Minotaur Mission

System Suite (MSS+) on new production USCG and Customs and Border Protection (CBP) C-

130J aircraft. Prototype and integration of new capabilities and/or solutions addressing diminishing manufacturing sources and material shortages (DMSMS) are potential requirements that may be included in the effort. Additional re-baseline efforts and programmed depot-level maintenance activities are potential future requirements for the USCG, however, are not anticipated to be included in the scope of the next missionization effort.

Missionization converts baseline C-130J aircraft into the USCG HC-130J configuration with the

MSS+ package. The USCG HC-130J Long Range Surveillance (LRS) Acquisition Program has a requirement to acquire a fleet of 28 total HC-130J aircraft. This missionization effort is a continuation of current efforts which will commence with the USCG’s 23rd HC-130J. The CBP

Air and Marine Operations’ (AMO) Extended Border Foreign Operations Surveillance (EBFOS)

Program has a requirement for 12 missionized HC-130J aircraft. Both the USCG and CBP aircraft will share a common Technical Data Package (TDP) and utilize one program office for missionization efforts. This work requires the installation and testing of components as depicted in the government-owned MSS+ TDP as well as incorporating Engineering Change Proposals

(ECPs) prototypes, and Time Compliance Technical Orders (TCTOs). Following missionization, a baseline C-130J is designated an HC-130J.

A draft Performance of Work Statement is attached to this RFI. Updates are anticipated to be released for comment later this calendar year which will incorporate comments received from this RFI.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement may be 336413‑07: Aircraft Modifications (Manufacturing) .

Disclaimer: There is no solicitation at this time. This RFI is not a request for proposals;

submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is obligated to respond. All submissions become

Government property and will not be returned.

After reviewing responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the Contract Opportunities section of the System for Award Management (SAM.gov) website or distributed to contract holders if a strategically-sourced vehicle is deemed appropriate. It is the sole responsibility of interested parties to monitor the SAM.gov website for any updates or subsequent announcements.

Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.

Respondents are advised that the Government will acknowledge receipt of the information received and may provide feedback to respondents with respect to the information submitted.

No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.

Request: This requirement will provide missionization installation for a base of three (3) USCG

C-130J aircraft and one (1) CBP C-130J aircraft with potential options for an additional three (3)

USCG C-130J aircraft and an additional five (5) CBP aircraft. Additional scope may include prototype and integration efforts for new capabilities and/or DMSMS solutions.

Missionization efforts are expected to commence in FY30 with all four C-130J aircraft being ready for induction in FY30. The period of performance is estimated to begin mid-2028 to enable production ramp up and material procurement. Additional C-130J aircraft would be anticipated at the rate of one to two aircraft per year thereafter, depending on USCG and CBP funding. Prototype, integration, and DMSMS efforts would be ordered as required.

Please respond to the USCG Office of Aviation Acquisition, CG-AIR-A1 via submission instructions below.

In your response, please provide the following information:

1) Company or organization name

2) Company CAGE code

3) Primary business address

4) Anticipated location(s) of missionization facilities

5) Website

6) Point of contact name

7) Point of contact email address

8) Point of contact telephone number

9) Socioeconomic status (E.g. Small Business, Veteran Owned business, etc.)

10) Unique Entity Identifier (UEI, if applicable)

11) What information and/or resources would you typically need from the government to perform this effort? Do the requirements in the attached PWS provide adequate description of the effort?

12) Does your company currently have existing government-wide acquisition contracts

(GWAC) (e.g. GSA) or other strategically sourced contracts for these types of requirements that the USCG can order off? If yes, please provide contract number, what agency it is with, and agency point of contact information.

13) What type of contract (e.g. Requirements-based FFP, IDIQ, BOA, etc.) have you been issued before for this type of work? Do you recommend one type or perhaps a hybrid (i.e.

a contract that allows several types)? The government does not anticipate awarding a cost-type contract.

14) If the contract were a firm-fixed price (FFP) contract, with a base of four aircraft, and options for the remaining efforts, how would this be proposed? Note that induction dates for the four base aircraft are known with moderate confidence. Induction timelines for option aircraft are highly dependent on future funding.

15) What is the recommended period of performance (PoP) given the anticipated schedule?

Note that the USCG will likely not exceed a 10-year PoP.

16) How many aircraft could you missionize concurrently? What would be the recommended induction interval between aircraft?

17) What is the recommended missionization length, in calendar days, for each aircraft?

18) What is the recommended lead time from contract award/option execution to missionization induction for the first aircraft and for subsequent aircraft?

19) The current missionization effort provides the AN/APY-11 multi-mode radar as government furnished equipment. Are there any barriers to shifting this to contractor furnished equipment? Note that lead time of the radar may not support award to induction timelines.

20) Do you anticipate utilizing a subcontractor to meet the requirements in the attached

PWS?

21) Provide any general comments, thoughts, and feedback your company would like to share regarding this RFI and associated PWS. Comments on the PWS may be submitted separately via red-line comments or other comparable method and are exclusive of the requested page limit.

Submission Instructions: Interested parties are invited to submit a response to the above questions in accordance with the response deadline established in the SAM.gov posting (to include any subsequent amendments). All responses and questions regarding this RFI must be emailed to Andrew.Gordon@uscg.mil & Jennifer.D.McMahon@uscg.mil. The USCG would prefer concise responses not to exceed 20 pages. Additionally, red-line comments to the PWS are welcome.
