About this opportunity

The U.S. Coast Guard is soliciting helicopter maintenance services for Air Station Kodiak, Kodiak, Alaska, with quotes due August 19, 2026, at 1:00 p.m. Alaska time. This is a full and open competition (no set-aside) issued as RFQ 20270PR260001476 under FAR Part 12 for commercial services.

Place of performance is Kodiak, Alaska. The contractor shall provide trained and qualified personnel to perform scheduled and unscheduled maintenance, repair, and inspection services on H-60 Jayhawk medium-range recovery helicopters, with the current fleet of six aircraft expanding to nine by Summer 2027. The NAICS code is 488190; PSC is J015.

Required staffing includes a Project Manager (minimum ten years' program or project management experience), Aircraft Mechanic I, and Aircraft Mechanic II. All personnel must be U.S. citizens, fluent in English, hold current Airframe and Power Plant (A&P) licenses or seven years of aircraft maintenance experience within the past 24 months, be capable of obtaining a Secret security clearance and Common Access Card (CAC), and be in place on the first day of performance. General Liability insurance must meet $200,000 per person / $500,000 per occurrence; Automobile Liability carries identical limits. Work is requested Monday through Friday, eight hours per day, excluding federal holidays, though work hours may extend beyond standard schedules to support USCG operational requirements. The contractor may experience a maximum 15-calendar-day break in service for personnel replacement, with daily rate deductions applied for positions vacant beyond 31 days.

The contract structure is firm-fixed-price with a six-month base period and three option periods (two one-year options and one six-month option), for a potential three-year total. Pricing is to be determined. Evaluation weighs technical capability (10-page maximum) as more important than price using a best-value approach. Amendment 1, issued July 31, 2026, extended the quote deadline from August 14 to August 19 and incorporated question responses and a revised PWS. Questions were due July 24. A non-mandatory site visit occurred July 22; attendance did not factor into evaluation.
