The solicitation requires 24-hour telephone technical support, software maintenance including updates and bug fixes, system diagnostics, and annual on-site support from certified technicians and trainers. The contractor must ensure continuous synchronization between primary and backup monitoring stations, maintain software compliance with Department of Defense cybersecurity requirements, and apply Security Technical Implementation Guides (STIGs). The contract will be awarded on a firm fixed-price basis under NAICS code 561621 with a size standard of $20.5 million. The original solicitation was posted on May 29, 2025, with quotes initially due June 9, 2025, but the deadline has been extended to July 17, 2025, at 12:00 PM EDT.
This procurement is designated as a 100% small business set-aside with no indication of current incumbents or contractors identified in the documentation. The contract includes a 48-month performance period from June 16, 2025, to June 15, 2029, and contractors must possess a secret facility clearance to be eligible for award. The primary monitoring station is located at Fort McCoy, Wisconsin, with the backup monitoring station situated at Fort Snelling, Minnesota, requiring the contractor to maintain optimal system operating conditions at both locations. The place of performance is specified as St. Paul, Minnesota, and the contractor will be responsible for ensuring the backup station acts as a "hot backup" to the primary facility.
