About this opportunity
The U.S. Army Materiel Command Mission and Installation Contracting Command is seeking qualified contractors to provide pressure washing and sandblasting services for external facilities and structures at multiple locations in North Carolina, including Fort Bragg, Pope Army Airfield, Camp MacKall, Simmons Army Airfield, and the Linden Oaks Subdivision. The contractor must provide all necessary personnel, equipment, tools, supplies, and supervision to clean vertical buildings, Child Development Centers, administrative facilities, barracks, bridges, and stationary tanks by removing embedded oils, gum, dirt, paint, graffiti, and other soils. Key requirements include maintaining equipment capable of both hot and cold pressure washing at operating pressures between 1,000 and 3,500 psi, with the ability to clean various surfaces including aluminum, masonry, ferrous metal, vinyl, and wood. The government will evaluate responses based on company capability, small business status and certifications, relevant experience with similar requirements, commercial pricing, equipment availability, recommendations for contract structuring to promote small business competition, and suggestions for improving specifications. This is a Sources Sought Notice for information and planning purposes only with a deadline of April 20, 2026; the government is not accepting formal bids or proposals at this time.
This procurement has no set-aside designation, though the government anticipates awarding to a small business if two or more qualified small businesses respond with sufficient information. The incumbent contractor previously performed work under purchase order W91247-21-P-0010. The contract will be structured as a firm fixed price agreement with a base year plus four one-year option years and a potential 180-day extension. The government anticipates approximately fifty Demand Maintenance Orders annually representing approximately 1,180 hours per year, with approximately twenty percent of facilities requiring pressure washing on an annual basis, with estimated service areas of 4,000 square feet per structure for buildings two stories and below and 8,000 square feet for three-story and above structures. Critical response time requirements include Priority 1 DMOs requiring response within two hours and completion within eight hours, Priority 2 DMOs within twenty-four hours with seven-day completion, and Priority 3 DMOs within twenty-four hours with thirty-day completion. The contractor must designate key personnel including a Project Manager with at least three years of building maintenance experience and a Quality Control Technician with at least one year of building maintenance experience within one week of contract award.
