About this opportunity

The Department of the Air Force Materiel Command Test Center is seeking a contractor to provide a Rockwell Saberliner aircraft and qualified flight instructors for Qualitative Evaluation (QE) flights at the Air Force Test Pilot School. The primary objective is to support the school's comprehensive curriculum by offering students experience with a unique, high-altitude, experimental aircraft. Potential contractors must supply an aircraft capable of passing an Air Force Test Center-approved Subject Matter Expert inspection, along with instructors meeting specific qualifications including FAA Commercial Pilot Certification, appropriate type ratings, and substantial flight experience. The Request for Information (RFI) is currently in a planning phase, with responses due by December 26, 2024, and is intended to gather information without committing to a definitive contract award. Respondents are advised that all costs associated with preparing and submitting information will be at their own expense, and the government is not obligated to provide feedback or compensation.

This pre-solicitation notice is designated as an 8(a) Sole Source opportunity within the Flight Training (NAICS 611512) category, targeting small businesses eligible for the 8(a) Business Development Program. While specific award values are not disclosed, the contract will support critical training activities at the Test Pilot School where pilots, navigators, and engineers learn complex flight testing methodologies. The performance period and exact quantity of flights are not explicitly stated, but the PWS indicates the contractor will provide all necessary management, personnel, equipment, and non-personal services to conduct the qualitative evaluation flights. Instructor pilots must meet rigorous requirements, including a minimum of 1,500 total flight hours, 250 hours in the specific aircraft type, and either recent USAF Test Pilot School instruction experience or the ability to pass a comprehensive evaluation flight. The government will provide basic facilities and administrative support, with the contractor responsible for maintaining all regulatory compliance and operational standards.

II. BACKGROUND

The Test Pilot School is where the Air Force's top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions. Human lives and millions of dollars depend upon how carefully a test mission is planned and flown. The comprehensive curriculum of Test Pilot School is fundamental to the success of flight test and evaluation. This contract will support The Qualitative Evaluation (QE) program that introduces students to a wide variety of aircraft exhibiting unique flying characteristics or mission systems and is currently used to broaden the students’ range of experience with unfamiliar aircraft. The Rockwell Sabreliner, as a medium sized business jet, can be a suitable training platform to enhance the TPS flight curriculum. The aircraft must be able to pass an Air Force Test Center (AFTC) approved Subject Matter Expert inspection.

III. SPECIFIC INFORMATION OF INTEREST

The Test Pilot School (TPS) is interested in someone who can supply a Rockwell Saberliner aircraft, along with a qualified Saberliner flight instructor(s), for Qualitative Evaluation (QE) flights as described in the Qualitative Evaluation Board (QRB) report at the US Air Force (USAF) Test Pilot School (TPS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
