About this file
This is a Questions and Answers document for RFI PZZDTPS250034 regarding Saberliner aircraft services for the US Air Force Test Pilot School (USAF TPS). The document clarifies three key areas: performance standards, instructor qualifications, and submission requirements.
The aircraft must meet recurring 2-year SME inspections and maintain FAA requirements if operating under CAO. Instructor pilots must possess specific qualifications including: FAA Commercial Pilot Certificate, appropriate type rating/authorization, current qualification per 14 CFR Part 61.57, minimum 1,500 flight hours (250 in type), FAA Certified Flight Instructor status with 500 instructor hours (50 in type), and USAF TPS instruction experience within past 5 years or pass an evaluation flight. While supplemental documentation like maintenance records and operational capabilities can be included with submissions, they are not mandatory requirements.

RFI Questions and responses: Saberliner Aircraft-PZZDTPS250034
1. Are there specific performance expectations or standards beyond the AFTC SME inspection that the Rockwell Saberliner must meet? Nothing beyond the recurring 2-yr SME inspections at the moment. They need to maintain the aircraft per FAA requirements if we are CAO. PAO may require more paperwork and reviews but that is an AFTC/EN question.
2. Is there a preferred certification level or minimum experience requirement for Saberliner instructors?
a. FAA Commercial Pilot Certificate.
b. Type rating, Letter of Authorization or proper logbook endorsement as required by 14 CFR, Part 61 or 91.
c. Current and qualified in aircraft type as required by 14 CFR, Part 61.57.
d. Minimum 1,500 Flight hours, including 250 hours in type.
e. Instructor pilot must be a FAA Certified Flight Instructor with at least 500 total instructor hours; including minimum 50 hours instructing in type.
f. Experience instructing at the USAF TPS within the past 5 years. If the pilot does not have experience instructing at the USAF TPS within the past 5 years, a USAF TPS staff member will fly an evaluation flight with the instructor pilot prior to flying with students. This evaluation will be graded in accordance with (IAW) the AFTC Technical Evaluation Checklist.
This flight can be accomplished at the most convenient location for the Contractor. The USAF TPS commandant will approve the individuals qualified to conduct this evaluation flight. A copy of the AFTC Technical Evaluation Checklist can be furnished upon request from TPS/QE.
3. Would supplemental documentation, such as maintenance records or operational capabilities of the Saberliner, be helpful to include with our submission? Yes. But not required.
