About this opportunity
The Department of the Air Force Air Education and Training Command, through the 97th Contracting Squadron at Altus Air Force Base, Oklahoma, is seeking to procure six AMS Fighter Aircraft Transporters designed for safely recovering light aircraft and advanced fighter jets. These self-contained recovery tools must meet specific technical specifications including a 10-ton minimum weight capacity, 20,000 lbs maximum load capacity, and compatibility with 15-ton air bag modules, with each unit weighing 8,000 lbs. The solicitation will be evaluated on two primary factors: price and technical acceptability, with best value anticipated from the technically acceptable quote offering the lowest evaluated price. Award will be made to the responsible offeror whose quote conforms to all requirements and provides the best value to the government. Key deadlines include December 13, 2024, at 4:00 PM CST for submission of questions regarding the solicitation, and December 17, 2025, for submission of quotes, with all submissions required to remain valid for at least 30 days after solicitation closure.
This acquisition is designated as a 100% Small Business Set-Aside under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), with a size standard of 1,250 employees. No incumbent contractors are identified in the solicitation materials provided. The contract involves procurement of six complete transporter units to be delivered to Ramstein Air Base in Germany and potentially other European locations, with delivery on an FOB Destination basis. Prospective contractors must be registered in the System for Award Management (SAM) database prior to quote submission and must maintain a valid DUNS number, with failure to register rendering firms ineligible for award. All offerors must submit pricing using the specified format to designated Air Force email addresses, and complete technical acceptability will be determined by evaluation of the intended performer's qualifications against the minimum requirements outlined in the technical specifications attachment.
