About this file

This document is an evaluation criteria addendum (Addendum 2) for solicitation FA441925Q0014, detailing how quotes will be evaluated for the acquisition of AMS Fighter Aircraft Transporters. The evaluation will be based on two factors: price and technical acceptability, with best value expected to result from selection of the technically acceptable quote with the lowest evaluated price.

The evaluation methodology specifies that complete quotes will be ranked by Total Evaluated Price (TEP), with technical evaluation beginning with the three lowest-priced offers. Price evaluation will be determined by adding the value of each Contract Line Item (CLIN) and must be deemed fair and reasonable. Technical evaluation is based on whether the resume of the intended individual performing the work meets the minimum requirements specified in the Technical Specifications, with ratings of either "Acceptable" or "Unacceptable." Award will be made to the responsible offeror whose quote conforms to all requirements and provides the best value to the Government.

ADDENDUM TO FAR 52.212-2

Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.. No contract award shall be made unless the Contracting Officer makes an affirmative determination of responsibility in accordance with FAR 9.104.

By submission of its quote, the, including vendor accepts all solicitation requirements all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. Vendors must clearly identify any exception to the solicitation and provide complete accompanying rationale.

EVALUATION METHODOLOGY:

The evaluation will begin with a cursory review all submissions for completeness. If an offeror fails to submit a complete submission the offeror may be rendered non-responsive, and no further evaluation will be conducted.

Complete quotes will be ranked by Total Evaluated Price (TEP) from lowest to highest (see below detailed explanation on the calculation of TEP). The evaluation will begin by evaluating the technical submissions of the three (3) lowest ranked quotes. If the technical submissions of the three lowest ranked offers are acceptable, the evaluation process will proceed to the next step.

Award will be made to the responsible offeror whose quote conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the solicitation and provides the best value to the Government.

A detailed look at the evaluation criteria is below:

FACTOR 1 - PRICE

The Government reserves the right to conduct an analysis for balance on the vendor’s quote. A quote may be not awardable if it is determined to be unbalanced.

FACTOR 2 – TECHNICAL

The term “technical,” as used herein, refers to non-price factors other than past performance. The purpose of the technical factor is to assess whether the vendor’s proposal will satisfy the Government’s minimum requirements.

Rating Description:

“Acceptable” – the resume of the intended individual performing the work meets the minimum requirements in the Technical Specifications.

“Unacceptable” – the resume of the intended individual performing the work does not meet the minimum requirements in the Technical Specifications.
