About this opportunity

The Air Force Academy seeks a firm-fixed-price purchase of one Quantel Q-smart 850 nanosecond Q-switched Nd:YAG excitation laser, with quotes due September 14, 2026, at 4:00 p.m. Mountain Daylight Time. The procurement is a brand-name sole source under RFO 11.204(a)(2)(ii), justified by market research findings that only the Quantel system meets the Academy's technical requirements and compatibility specifications.

Place of performance is the Air Force Academy, Colorado, with delivery to HQ USAFA Division of Basic Sciences by January 29, 2027. The laser must deliver minimum pulse energies of 850 mJ at 1064 nm, 430 mJ at 532 nm, and 230 mJ at 355 nm; operate at 10 Hz pulse repetition rate with 3–6 nanosecond pulse durations; feature an 8–10 mm beam diameter; include detachable, temperature-stabilized harmonic generation modules for 532 and 355 nm wavelengths with automatic phase matching; and be compatible with an existing Edinburgh Instruments LP980 spectrometer. Additional requirements include a flashlamp with 100 million shot warranty, water-to-air cooling, 110 V power input, and inclusive shipping. Quoters must provide proof of manufacturer or authorized distributor status in the United States, with a bid-specific authorization letter from Quantel or the manufacturer acceptable.

Quoters must certify compliance with Buy American and Balance of Payments requirements per R-DFARS 252.225-7000 and 252.225-7001. Award criteria: lowest price technically acceptable. Quoters must maintain active SAM registration. NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC is 6650. Funds are not presently available; no award will be made until funding becomes available. The Government reserves the right to cancel before or after the closing date.
