About this file
This is a Questions and Answers document for USAFA Solicitation FA700026Q0101 for an Excitation Laser.
The Q&A clarifies key requirements and evaluation criteria for this procurement. Offerors must have active System for Award Management (SAM) registration at submission and provide documentation proving authorization to sell and support the product. A bid-specific OEM authorization letter from the manufacturer naming the vendor as the selling reseller is sufficient; pre-existing dealership agreements are not required, though a transaction-specific authorization letter from Quantel/Lumibird is acceptable. The requirement is strictly for the brand-name product with no equivalent products evaluated. The scope is limited to equipment delivery with documented compatibility to the existing Edinburgh LP980 system; the contractor is not responsible for physical installation, software configuration, acceptance testing, or onsite training. Non-US, SAM-registered prime contractors may submit quotations provided they meet authorization and registration requirements. The stated 29 January 2027 delivery date is not mandatory; refer to page 22, paragraph 1.d) of the solicitation for delivery terms. FOB Destination delivery is required with no additional requirements for installation, commissioning, or operator training. The evaluation method is Lowest Price Technically Acceptable, meaning price is weighted more heavily than technical and past performance factors. For foreign-manufactured end products, Buy American/DFARS evaluation adjustments apply based solely on the product's country of origin, which the offeror must certify.

USAFA Solicitation
FA700026Q0101 – Excitation Laser
Q&A
1. Is a bid-specific OEM authorization letter naming a vendor as the selling reseller sufficient for the offeror authorization requirement?
Answer: Yes
2. Is any pre-existing dealership agreement or additional channel evidence required at submission?
Answer: The solicitation does not specify a need for any pre-existing dealership agreements or other forms of channel evidence. The key is to provide clear documentation proving your authorization to sell and support the product.
3. Is the contractor responsible for physical installation, software/interface configuration, acceptance testing or onsite training, or is this an equipment delivery with documented compatibility with the existing Edinburgh LP980? Any required onsite scope and acceptance criteria must be included in the factory quote?
Answer: The scope is for the delivery of equipment with documented compatibility, not for onsite services.
4. May a non-US SAM-registered prime contractor submit a quotation where the equipment is supplied, delivered, warranted and supported through an authorized US sales and service channel?
Answer: The primary requirements for quoters are to have an active registration in the System for Award Management (SAM) at the time of submission and to provide documentation proving they are an authorized source for the product in the United States (Solicitation - FA700026Q0101, page 22). The documents do not contain any clauses that would prohibit a non-US, SAM-registered prime contractor from submitting a quotation, provided they meet these requirements.
5. What evidence of manufacturer or authorized distributor/reseller status must accompany the quotation? Would a transaction-specific authorization letter from Quantel/Lumibird be acceptable?
Answer: A transaction-specific authorization letter from the manufacturer, Quantel/Lumibird, would directly fulfill this requirement by demonstrating your authorization for this specific sale.
6. Is the requirement strictly brand-name only with no equivalent product being evaluated?
Answer: Yes, the requirement is strictly for the brand-name product. No equivalent products will be evaluated.
7. Is the stated 29 January 2027 delivery date mandatory?
Answer: No; refer to page 22, paragraph 1.d) of the solicitation document for delivery.
8. Please confirm whether installation, commissioning or operator training is required in addition to FOB Destination delivery.
Answer: The scope of work is for equipment delivery (FOB Destination). There is no requirement for the contractor to provide installation, commissioning, or operator training.
9. Is the stated delivery date of 29 January 2027 mandatory, or is an earlier or later manufacturer-confirmed delivery date able to be evaluated?
Answer: See page 22, paragraph 1.d) of the solicitation document for delivery.
10. What is the relative treatment of technical acceptability, delivery, and evaluated price found on page 23 of the solicitation.
Answer: The evaluation method is Lowest Price Technically Acceptable; therefore, price is more important than technical and past performance.
11. For a foreign-manufactured commercial end product offered through an authorized US channel, will the applicable Buy American/DFARS evaluation adjustment be applied solely based on the end product’s country of manufacture?
Answer: Yes, for a foreign-manufactured end product, the evaluation adjustment is based on the product's country of origin. The offeror is required to certify the country of origin for any non-domestic end products. This information is used to apply the relevant evaluation adjustments per DFARS policies.
