About this opportunity

The United States Air Force Academy (USAFA) is seeking a small business contractor to provide maintenance services for its High Wind Alert System (HWAS), a sophisticated weather monitoring infrastructure consisting of 12 solar-powered mini-weather stations positioned across the academy's grounds. The 10th Contracting Squadron intends to award a firm fixed-price contract for comprehensive maintenance of the system's components, including sensors, radio links, processors, and software. Vendors must be capable of performing scheduled monthly, semi-annual, annual, and biennial maintenance procedures, as well as responding to emergency repairs within 24-72 hours. The solicitation will evaluate quotes based on technical capability, past performance, and price, with quotes required to be submitted by March 12, 2025, and remain valid through April 30, 2025. Interested vendors must demonstrate proficiency in maintaining complex environmental monitoring equipment and have the ability to perform maintenance across various sensor locations, including a 100-foot tower at the Rampart site.

The contract is a 100% small business set-aside under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34,000,000. The contract structure includes a 12-month base period from April 1, 2025, to March 31, 2026, with four additional one-year option periods that could extend services through March 31, 2030. The current contract (FA700020C0007) will be succeeded by this new solicitation, replacing the existing maintenance provider for the HWAS, which has been operational since the mid-1990s. Performance will be located at the Air Force Academy in Colorado Springs, CO 80840, with a total evaluated price that includes the base period, option years, and an optional 6-month extension. The government will cover parts exceeding $5,000 upon approval, and the contractor must maintain detailed maintenance logs and meet performance metrics requiring 100% completion of scheduled maintenance and no more than one emergency maintenance service initiated outside the standard response window per year.
