COMBINED SYNOPSIS SOLICITATION
Request for Quote FA700025Q0040
U. S. Air Force Academy
USAFA High Wind Alert System Amendment 1 dated 7 March 2025
This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is issued as a request for quotation (RFQ) in accordance with FAR part 12 and part 13 under solicitation number FA700025Q0040. The RFQ number shall be used to reference any written quote provided under this RFQ. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective 17 Jan 2025, DFARS change, effective 17 Jan 2025, and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) change, effective 16 Oct 2024.
The associated North American Industry Classification Systems (NAICS) Code is 811210:
Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34,000,000. The 10th Contracting Squadron at the United States Air Force Academy (USAFA) intends to award one firm fixed price contract to a capable vendor for the maintenance and repair of the High Wind Alert System (HWAS).
The Government bears no legal liability for the costs associated with preparing a quote. Vendors should not submit a quote unless they are willing to absorb all costs associated with submitting a quote. The Government reserves the right to cancel this RFQ, either before or after the closing date.
Please read the instructions in the addenda to FAR 52.212-1, Instructions to Offerors - Commercial Items, listed below and comply with all requirements for submitting a quote.
Failure to comply with all instructions contained within this synopsis/solicitation could result in the quote being ineligible for award. It is the quoter’s responsibility to ensure their quote meets all the requirements identified herein. The quotes will be evaluated IAW FAR 52.212-2, found herein.
I. DESCRIPTION OF REQUIREMENTS
The purpose of this combined synopsis and solicitation is for a non-personal services contract to provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform maintenance support on the USAFA HWAS as defined in Attachment 1 – USAFA High Wind Alert System PWS 2-24-2025.
Note: All CLINs are Firm Fixed Price (FFP).
Period of Performance: Services shall be performed on and around USAFA IAW the period of performance (PoP). The PoP consists of a 12-month base year period, four 12-month option year periods, and an optional 6-month extension. The base period PoP will be 1 April 2025 – 31

March 2026.
Place of Performance: The place of performance will be in and around the United States Air Force Academy, CO 80840. Refer to Appendix A of the PWS for specific performance location sites. Any applicable travel costs and parts costs must be factored into the unit price(s) of the line item(s). Do not include a separate line item for travel or parts charges.
Inspection and Acceptance: The Government will inspect and accept services at the Government’s location, U.S. Air Force Academy, CO 80840. Payment on invoices cannot be made until the Government has accepted the services and taken possession of the deliverables identified in the PWS.
Service Contract Labor Standards: IAW FAR 52.222-41 and FAR 52.222-42, this requirement is subject to wage determination issued under the Service Contract Labor Standards statute, 41 U.S.C. chapter 67. The applicable wage determinations for this requirement can be found in Attachment 4 - WD 2015-5417 Rev 23 Dec 2024.
I. SOLICITATION INSTRUCTIONS
1. IAW FAR 13.004, in all instances throughout this solicitation any use of the word "proposal" should be understood as "quote". All instances of the word "offeror" should be understood as "quoter". All instances of the word "award" should be understood as "order".
Quotes supplied in response to this solicitation are not binding. Award of this requirement will be offered to the Quoter IAW 52.212-2, found herein.
2. The provision at FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023), and the addenda listed below apply to this acquisition.

a. Submission of offers. FAR 52.212-1(b) is amended to include the following:

(MDT).
b. Late submissions. FAR 52.212-1(f) is amended as follows:

(1) Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.
(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.

(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
c. Interchanges. FAR 52.212-1(g) is amended as follows:
The Government intends to award a contract without interchanges with respective Offerors. The Government reserves the right to conduct interchanges with all, some, or none of the Offerors if determined by the Contracting Officer to be necessary.
d. Formal communications. Requests for clarification and information concerning the solicitation must be provided in writing via email no later than 6 Mar 2025, 12:00 PM MDT. Answers will be compiled and posted electronically to the SAM.gov website:
https://sam.gov/. Questions may be emailed to the points of contact listed above in section II, paragraph 2a. All correspondence should reference the solicitation number.
e. Quotation preparation instructions:
(1) General Instructions. The quoter shall submit their quote on company letterhead to include the following: solicitation number, contact name, address, e-mail and telephone number of the offeror, CAGE code, UEI number, and size of business.
The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. If applicable, provide a written statement that the quote incorporates all amendments to the solicitation.
(2) IAW FAR 12.602(a) when using the simplified acquisition procedures in FAR part 13, contracting officers are not required to describe the relative importance of evaluation factors.

(3) The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the FAR and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
(4) Specific Instructions:
(a) PRICE QUOTATION. Submit the price quote by completing Attachment 2 – USAFA HWAS Pricing Schedule IAW with the contract line item (CLIN) structure. Price quotes must be firm-fixed price. Price quotes inserted into the pricing schedule for each CLIN must be for monthly prices. The pricing schedule will automatically calculate the total base period price for each CLIN based on the monthly price. The schedule will also calculate the 6-month extension for each year based upon the inputted monthly pricing. The total evaluated price (TEP) for the quote consists of the base period, all option year periods, and the optional 6-month extension calculated for the final option year. The TEP is for evaluation purposes only. The Government will not provide contract financing for this acquisition. Invoice instructions will be provided at time of award.
(b) PAST PERFORMANCE. Vendors may provide past performance experience for similar or related maintenance services with a detailed description of services, federal contract number (if applicable), points of contact, email, and phone number in the contractor’s format. Submitted past performance should indicate relevant experience to the maintenance outline in the PWS for this requirement.
Vendors may submit up to three past performance references.
(c) TECHNICAL CAPABILITY AND MISSION ESSENTIAL PLAN: Vendors shall substantially provide their capability in meeting the maintenance performance requirements outlined in Attachment 1 – USAFA High Wind Alert System PWS 2-24-2025. Vendors shall also provide specific plans to meet the requirements of the emergency repair procedures outlined in paragraph 2.3 of the PWS and clearly indicate how they plan to meet the timelines listed in relation to emergency repair requests.
IAW DFARS 252.237-7024, Notice of Continuation of Essential Contractor Services, aspects of this requirement are considered essential contractor services in support of mission essential functions. These essential contractor services are listed in Attachment 1 – USAFA High Wind Alert System PWS 2-24-2025 and denoted with an asterisk*. IAW DFARS 252.237-7024(b), the offeror shall provide with its offer a written mission essential plan describing how it will continue to perform the essential contractor services listed in the PWS during period of crisis. For specific instructions on the contents of this plan, refer to Attachment 3 – USAFA HWAS Provisions and Clauses for the full incorporated text of the provision at DFARS 252.237-7024.

(d) The vendor’s exclusions will be checked on sam.gov. In addition, the vendor’s Supplier Performance Risk System (SPRS) will be assessed IAW DFARS 252.204-7024 Notice on the Use of the Supplier Performance Risk System (SPRS) (Mar 2023). Authorized representatives of the Offeror for which the assessment was conducted may access SPRS to view their own summary level scores, IAW the SPRS Software User’s Guide for Awardees/Contractors available at https://www.sprs.csd.disa.mil/pdf/SPRS_Awardee.pdf. The Government reserves the right to use any additional Past Performance history source for verification.
(e) CONTRACT DOCUMENTATION:
(i) IAW FAR 52.204-7(b)(1), an Offeror is required to be registered in SAM (https://www.sam.gov) when submitting an offer or quotation and at time of award (see FAR clause 52.204-13, System for Award Management Maintenance, for the requirement to maintain SAM registration during performance and through final payment). Quoters that are not registered in SAM at the time the quotation is submitted will be determined non-responsive.
(ii) Quotes must include a completed copy of the following provisions in Attachment 3 – USAFA HWAS Provisions and Clauses that require fill-in text:
• FAR 52.212-3 The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
3. The addenda listed below at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021) applies to this acquisition. Pursuant to FAR
12.602 contract award will be made using Simplified Acquisition Procedures IAW FAR 13.106. Vendor’s submissions will be evaluated based upon the following:

BASIS FOR AWARD.
a. This is a competitive acquisition IAW FAR part 12 and part 13. All quotes submitted will be reviewed for completeness. Quotes that are incomplete or missing information may be considered non-responsive and excluded from the evaluation.
The evaluation factors to be included in paragraph (a) of this provision are Technical, Past Performance, and Price. The Government may submit an offer in the form of a purchase order to the responsible vendor whose quote conforming to https://www.sam.gov/

b. The Government reserves the right to award on an “All or None” basis.
4. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services (Nov 2023), and the addenda listed below applies to this acquisition.
Addendum to 52.212-4(c) Changes. Administrative changes in the terms and conditions of this contract may be written unilaterally by the Government. All other changes in the terms and conditions of this contract may be made only by written agreement of the parties.
5. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services (Jan 2025) applies to this acquisition. See Attachment 3 – USAFA HWAS Provisions and Clauses.
6. Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition.
