About this opportunity

The United States Air Force Academy intends to solicit a firm-fixed-price contract for the complete dismantling, removal, and disposal of a government-owned Cascade Wind Tunnel, with a sources-sought response deadline of June 2, 2026. No set-aside applies. This is a sources-sought notice; funds are not currently available and the Government makes no procurement commitment.

Place of performance is the Aeronautics Laboratory, 2410 Faculty Drive, USAF Academy, Colorado Springs, Colorado. The main tunnel section measures approximately 20 feet in length and 8 feet in height, weighing an estimated 8,000 to 12,000 pounds.

The contractor must provide all labor, supervision, tools, materials, and equipment to safely dismantle and remove the tunnel and associated support equipment; drain and dispose of oils, coolants, and hydraulic fluids in compliance with environmental regulations; secure all electrical and mechanical utility connections (electrical work performed by a licensed electrician); rig and haul all components; transport materials to a local scrap yard with verifiable turnover; and restore the site to "broom clean" condition. The Government certifies the tunnel has been purged of hazardous materials and ozone-depleting substances and will provide available technical drawings, specifications, and maintenance manuals.

The contract requires specialized skills in millwrighting, heavy machinery rigging, heavy equipment operation, and government property disposal procedures. All contractor personnel require background checks for base access, with personnel lists submitted to the Contracting Officer Representative at least 14 days prior to work start. Period of performance is 90 calendar days from award. NAICS 238290 applies; the size standard is $22 million.
