Cascade Wind Tunnel Removal SOW 3
Introduction The United States Air Force Academy (USAFA) Department of Aeronautics (DFAN) is pursuing the removal of an obsolete Cascade Wind Tunnel (CWT) in the basement of the Aeronautics Laboratory. The primary goal of this acquisition is to provide the solution and services necessary to break down and transport the CWT and related equipment to local abandonment/scrapping and will result in a room cleared for a separately planned lab modernization effort.
1. Background A large and now obsolete Cascade Wind Tunnel is situated in a room in the aeronautics laboratory that is planned for renovation. It is DFAN’s intent to remove the CWT and its associated equipment to free up the space it currently occupies.
2. Objectives The primary objective of this project is the complete removal and disposal of the CWT and all of its associated support equipment. The contractor shall provide a one-time nonpersonal service to include all tools, materials, equipment, labor, coordination, management and transportation necessary to:
1. Safely dismantle and remove the CWT from the facility.
2. Dispose of all equipment and debris in accordance with applicable standards. This will primarily involve the safe and verifiable scrapping of the dismantled CWT components.
3. Ensure all utility connections are appropriately disconnected and made safe and secure within the former site of the CWT.
4. Leave the project site in a “broom” clean and safe condition, ready for the next phase of renovations.
3. Scope The scope of work is inclusive of one removal of the CWT, securing of all utility connections (mechanical and electrical), area clean up, and key tasks including:
1. Draining of all system fluids, including any oils, coolants, or hydraulic fluids, prior to disassembly.
2. The complete disassembly and removal of the CWT structure.
3. Securing all utility connections. This requires that all electrical lines be terminated in properly rated and sealed junction boxes by a licensed electrician. All mechanical piping (e.g., water, hydraulics) shall be securely capped in accordance with applicable plumbing codes and standards.
4. Removal of all associated hardware, fasteners, and support structures from the floors, walls, and ceiling.
Cascade Wind Tunnel Removal SOW 4
5. Disposal of all removed components and materials through safe and verifiable means (e.g., weight tickets from the certified scrapyard) in accordance with local, state, federal, and environmental laws.
4. Government-Furnished Information & Property The Government will provide the contractor with any available technical drawings, specifications, and maintenance manuals for the CWT upon contract award.
The estimated dimensions of the main tunnel section are approximately 20 feet in length and 8 feet in height, with an estimated weight of 8,000-12,000 lbs. These are estimates only; the contractor is responsible for verifying all measurements and weights.
The Government will provide a designated laydown area for staging equipment and dismantled components.
The Government certifies that the Cascade Wind Tunnel has been assessed and purged of Hazardous Materials (HazMat) and legacy Ozone Depleting Substances (ODS), rendering it safe for commercial contractor removal.
5. Period of Performance The period of performance for this contract will be ninety (90) calendar days from the date of contract award.
6. Place of Performance 1.) The work shall be performed at:
Aeronautics Laboratory 2410 Faculty Drive USAF Academy, CO 80840
2.) Base Access and Security
All contractor personnel will require background checks for base access. The contractor must submit a list of all personnel to the Contracting Officer Representative (COR) at least 14 days prior to the start of work."
7. Deliverables The contractor shall provide the following deliverables to the COR for final project acceptance:
Deliverable Due Date Project & Safety Plan 5 business days after contract award Certified weight tickets from the scrap yard confirming disposal of all dismantled materials
Within 48 hours of disposal
Final Project Report Upon project completion Photographic evidence of the room cleared in a “broom clean” state
