About this opportunity

The Air Force Life Cycle Management Center's Special Operations Forces and Personnel Recovery Division (AFLCMC/WIS) is issuing a pre-solicitation notice for comprehensive manufacturing, engineering, and technical support services at the Rapid Development Integration Facility (RDIF) located at Wright-Patterson Air Force Base, Ohio. The procurement seeks a contractor to provide rapid adaptive engineering solutions for urgent warfighter needs, including CAD/CAM drawing, precision machining, welding, sheet metal work, aircraft component maintenance, reverse engineering, and aircraft modification services primarily supporting aircraft development and prototyping. The planned single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract will use a Past Performance versus Price tradeoff evaluation methodology, with past performance weighted significantly more heavily than price in the source selection process. Technical proposals will be evaluated on a pass/fail basis for acceptability, while past performance will be assessed based on recency, relevance, and quality of previous similar contracts. The formal Request for Proposal (RFP) is anticipated to be released no earlier than August 19, 2025, with questions and comments on the pre-solicitation documents due by 1700 EST on August 1, 2025.

This opportunity is designated as a competitive 8(a) set-aside, restricting participation to small businesses certified under the Small Business Administration's 8(a) Business Development Program. While no specific incumbent contractor is identified in the documentation, the procurement includes a comprehensive equipment list featuring 19 metalworking machines, welding systems, 3D printers, and specialized tooling already available at the RDIF facility. The contract structure includes multiple labor categories ranging from technicians to engineers and program managers, with estimated labor hours varying from 10 to 6,000 hours per category per fiscal year across the contract period from 2026 to 2036. Material costs are projected to escalate from $2 million in fiscal year 2026 to $4.5 million during peak years (2030-2032), then decline back to $2 million by fiscal year 2036. The contract will require SECRET security clearance and primarily performance at Building 148 on Wright-Patterson AFB, with occasional aircraft modifications potentially occurring at other Air Force bases both within and outside the continental United States.

  2. The Air Force Life Cycle Management Cycle, Special Operations Forces and Personnel Recovery Division (AFLCMC/WIS) is releasing a Pre-Solicitation Notice for the Rapid Development Integrated Facility (RDIF) support. AFLCMC/WIS plans to release a Request for Proposal (RFP) for the RDIF Support requirement not earlier than 19 August 2025. A single award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract is intended, using tradeoff of Past Performance versus Price source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures dated 31 Mar 2016, and Air Force Mandatory Procedures 5315.3. This requirement has been offered and accepted into the 8(a) program, making this a competitive 8(a) set-aside.
  3. The RDIF is an organic development capability within AFLCMC that provides rapid adaptive engineering solutions for urgent warfighter needs. The RDIF is a Government Owned, Government Operated facility located at Wright-Patterson AFB, OH. The RDIF focuses on aircraft modification and prototyping which does not supplant current test centers or processes. This concept supports current reform initiatives and the current and future acquisition environment. The support requirements fluctuate as programs and funding are acquired. The primary place of contractor touch labor performance will be at the RDIF. Occasional aircraft modifications may be performed at other Air Force base locations both within Continental United States (CONUS) and Outside Continental United States (OCONUS).
  4. A draft Solictation/Model Contract document will likely be released at a future date.
  5. If your company desires to submit questions or comments on any of the attachments, provide inputs no later than 1700 EST, 01 August 2025. Please submit any questions to both the primary and secondary points of contact.
