About this file
This document is a Draft Performance Work Statement (PWS) for Rapid Development and Integration Facility (RDIF) Support, a contract opportunity with the Air Force Life Cycle Management Center (AFLCMC). The PWS outlines comprehensive manufacturing, engineering, and technical support services for aircraft development and prototyping, primarily to be performed at Wright-Patterson Air Force Base, Ohio. Key capabilities required include CAD/CAM drawing, precision machining, welding, sheet metal work, mechanical and electrical system assembly, aircraft component maintenance, reverse engineering, research and development, quality assurance, and program management.
The contract will be a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) competitive 8(a) set-aside, with an anticipated Request for Proposal release no earlier than August 19, 2025. The RDIF aims to provide rapid adaptive engineering solutions for urgent warfighter needs, focusing on aircraft modification and prototyping without replacing existing test centers. Performance will primarily occur at Building 148 on Wright-Patterson AFB, with potential occasional modifications at other CONUS and OCONUS Air Force locations. Contractors must maintain SECRET security clearance and be prepared to support fluctuating program requirements across various technical labor categories.

PERFORMANCE WORK STATEMENT (PWS)
1. PROJECT TITLE: Rapid Development and Integration Facility (RDIF) Support
2. BACKGROUND: The RDIF was created as an organic development capability within Air Force Life Cycle Management Center (AFLCMC) for Air Force (AF) Irregular Warfare (IW), and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) and expanded to additional agencies acquisition needs. This initiative established an AF aircraft development and prototype center of excellence, which will not supplant current test centers or processes. This initiative supports current reform initiatives and the current and future acquisition environment. It leverages existing Wright-Patterson Air Force Base (WPAFB), Ohio infrastructure initially, then develops the capability over time.
3. SCOPE: The RDIF's primary function and scope consists of the following:
aircraft/equipment related part development, integration, prototyping, production and kitting as awarded. While it is the Government's goal to perform as much of the requirement as possible, Contractor resources augment Government resources to accomplish the RDIF's mission. The support requirements fluctuate as programs and funding are acquired. While touch labor is the common element of support, various programs require the following: work at offsite locations, short-term specialties, materials, manufacturing, research and development, prototyping, quality assurance, engineering, aircraft modification, and test support.
4. APPLICABLE DOCUMENTS: All work shall be in accordance with current International Organization for Standardization (ISO) industry standards and military specifications unless otherwise specified in the task order.
