This is a solicitation for a service acquisition and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-99 (effective 15 June 2018).
The closing date and time for submission of proposals is contained in the solicitation package. Potential offerors are responsible for monitoring this site for any pertinent information to this solicitation package and downloading their own copy of the solicitation package. Contractors MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. Further information on SAM website is available at https://www.sam.gov.
This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
The service acquisition is for the United States Air Force Academy (USAFA) Grounds Maintenance services.
The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at the United States Air Force Academy in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.
USAFA Grounds Maintenance includes a unique blend of landscaping, xeriscaping, turf maintenance, synthetic turf maintenance, cemetery maintenance, funeral and gravesite support, airfield maintenance, football stadium maintenance and NCAA athletic field maintenance/preparation.
This acquisition is set-aside for 8(a) participants. The North American Industry Code Standard (NAICS) is 561730 Landscaping Services, and the Small Business Administration (SBA) small business size standard is $7.5 million. The proposed contract will be awarded to one vendor as a firm-fixed-price indefinitie delivery-indefinite quantity (IDIQ) services contract with a five-year ordering period and two one-year optional ordering periods.
An industry pre-proposal conference and site visit is scheduled for 15 August 2018 at 8:00 AM MST.

This is a pre-solicitation notice (synopsis) for a service acquisition in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99 (effective 15 June 2018). All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.
The solicitation is expected to be issued on or after 3 August 2018. The closing date and time for submission of proposals will be contained in the solicitation package, which will be made available on the Government Point of Entry (GPE) website at http://www.fbo.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.
