Gounds Maintenance Questions & Answers
1) Are the Rain Master and Maxi-com on a Government Monitoring Contract for Automated System Monitoring and reporting?
ANSWER: No
2) What series Rain Master is utilized?
ANSWER: Eagle
3) Is a Maxi-Jet system in place with the current irrigation system?
ANSWER: No
4) Is contractor available responsible for maintenance and repair of the DCA’s and RPZ. Or prior to the BFP in line?
ANSWER: Do not know what DCA, RPZ, BFP is.
5) 1.1.11- How will rock, mulch, woodchips and landscape border materials be funded for this opportunity?
ANSWER: Replenishment of existing beds is the responsibility of the contractor.
6) 1.1.13.8- Is the Government providing a Field marker/sprayer and paints?
ANSWER: Material, labor, and equipment are the contractor’s responsibility.
7) 1.1.13.14- How many services of this nature were sourced or requested last year?
ANSWER: These areas need to be maintained weed free at all times. Quantity varies by year and is weather dependent.
8) Will the Government Provide 2 way radios with Airtime? If not is this a recoverable cost?
ANSWER: No, the contractor shall provide all communication equipment required for this contract. The government shall provide the transceiver frequency to the contractor as stated in PWS Para. 1.3.5.
9) For BASH operations at USAFA, is the Government providing any equipment?
ANSWER: No
10) Are the BASH operations to include propane cannons and other noise makers?
ANSWER: No
11) Who is responsible for controlling and, or eradicating weeds located in improved and semi-improved areas sidewalks, parking lots, roads, Terrazzo and dorms hard surfaces and flight line runways, taxiways and aprons?
ANSWER: The contractor is responsible for all weed control identified in the PWS this includes all improved grounds areas walking surfaces and limited semi-improved areas also identified in PWS. Examples of this synthetic turf fields, Wind sock areas, acrobatic markers, V-ditches, selective areas in BASH areas and Jacks Valley.
12) Who is responsible for the repair and, or replacement of backflow devices or PRVs? If this is a contractor responsibility, can there be an amendment to the PWS stating the requirement for State or ASSE International Backflow Protection Assembly Tester Certification?
ANSWER: This is the Government’s responsibility.
13) How are we to price Shrub Pruning as this is a task performed after issuance of a Work Order? At this point the Work Order pruning quantities are unknown. Could this CLIN be amended and priced per 10 shrubs ? The same question applies to Tree Pruning.
ANSWER: The number of shrubs are in the Appendix A workload data. The tree pruning is a separate item number and has an identified estimated quantity for small, medium, and large trees. The contractor shall provide a firm-fixed-price unit price for each of the item numbers. The Government will definitize quantities through issuance of each task order based on the need for a particular period. Work orders will only be issued in emergency pruning situations. The cost for these emergency situations needs to be priced out under item number X019 for each period.
14) Please clarify, "1.5 ADDITIONAL GROUNDS TASKS. Approximately two hundred and fifty (500) man-hours"
ANSWER: The wording is incorrect. PWS has been updated to read, “Approximately five hundred (500) man-hours…” The percentages are correct as written in the PWS.
15) Will airfield radios be supplied by the Government?
ANSWER: No, government shall provide the transceiver frequency.
16) Under Appendix G the item described as "Screener", is this the soil screener located in the former composting area? Who is responsible for the maintenance and associated costs? As far as we know this is a twenty year old unit and at some point will be beyond financially viable repair. Who will be responsible for the cost of replacing this unit?
ANSWER: The Contractor. The Government will not replace the Screener once it becomes no longer operable.
17) Will the snow removal CLINs be paid if there are no snow events?
ANSWER: The Snow removal is paid for the 9 months automatically except for the Falcon stadium. Falcon stadium is paid for on a per event basis. If the contractor does not perform snow/ice removal for an event, the contractor will not be able to invoice for these services.
18) Can we please get some more information on Emergency and Special Events Services, such as hours per month by wage category.
ANSWER: Emergencies are very infrequent, for example there are irrigation breaks on occasion. For Special event info see appendix A.
19) Can some workload data be provided for the maintenance vegetative beds, such as hours or square feet to be maintained per work order issued.
ANSWER: The number of beds are in the PWS Appendix A. The issue of a work order is for replacement of damaged plants and shrubs. The maintenance of the rock /mulch and weeds are part of the firm-fixed-price item number X011 for each period and is priced as such.
20) Some items on the Appendix G Special Purpose Vehicles / Equipment have asterisk next to them. Should there be an annotation that they refer to?
ANSWER: Please refer to the “NOTE” at the beginning of Appendix G.
21) Appendix F has a diagram of components and responsibilities. What does the item center right with the vertical line coming from it and the four angled lines on it represent?
ANSWER: A valve.
22) "Irrigation Repair Parts only not included in routine maintenance (PWS 1.1.5.2)** Undetermined case by case" Please clarify if we are to price this CLIN if it is undetermined case by case.
ANSWER: Para 1.1.5.2 Replacement of pumps, controllers, clocks/timers, or backflow prevention devices is not included in routine maintenance of irrigation systems, replacement will be on a case-by-case, this is reimbursable by the government. Contractors should not provide a price for item number X003. This item number is for replacement parts only. Labor for any replacements is included as part of the firm-fixed-price monthly amount under item number X002.
23) Could we please see a copy of the last soil tests taken in 2018?
ANSWER: Yes
24) With regards to Attachment 03 Price List: - "Sod". Are you requiring just the material price, or strip, prepare the site, lay and establish? - Can the items with units of Sq Ft be amended to read "1,000 Sq Ft". For example, mowing; it is not cost effective to mobilize, travel to an area, mow, quality control, load up and travel for an area less than 1,000 Sq Ft.
ANSWER: Price should include material, labor, etc. to restore area by the square foot. The Government is obtaining a price per square foot in order to handle special cut situations at athletic fields, parade fields, etc. Contractor should factor in all concerns you’ve identified in their price per square foot.
25) On this current contract were there any cost over-runs or equitable adjustments in the contractors favor?
ANSWER: Current contract is a FFP contract, so there are no cost over-runs and no equitable adjustments (outside of the Service Contract Labor Standards wage adjustment modifications in accordance with FAR 52.222-43).
26) Please confirm the Government requires no other information in the Technical Proposal besides the current pesticide applicator certification.
ANSWER: Correct
27) Who is the current certified pesticide applicator? The current contractor has more than one certified applicator.
ANSWER: The government does not supply names of current employees.
28) It was mentioned on the tour that the employees who maintain the Flight Line Area need to have specific training, the AF Form, Certificate of Competency, can this training be provided on the campus?
ANSWER: Yes refer to paragraph 1.3.4 Airfield Drivers
29) Does the down that is next to the chapel, closest to the parking lot, get snow removal or ice control?
ANSWER: Yes, both, these areas are considered walking surfaces.
30) Atach 01 Grounds MX PWS 13Jul18, Description of Services, pg. 6: The contractor is required to determine training requirement within the 15-day transition period after initial contract award. The PWS identifies several training requirements in paragraphs 1.3.4, 4.10.4, 4.10.7, as listed below. Please identify the duration of each required training and the availability of additional training courses should personnel be replaced or change duties for the following references:
0. PWS Para 1.3.4 identifies an airfield driving training requirement?
ANSWER: Airfield training is determined by quality of individual. When replacing personnel, standards must still be maintained by qualified personnel.
0. Para 4.10.4 identifies personnel working at the Airfield to complete controlled area training?
ANSWER: See item A above
0. Para 4.10.7 requires the contractor’s appointee to attend equipment custodian training?
ANSWER: This must be accomplished through base supply customer service usually takes less than 4 hours annually.
0. Also, please confirm the above is the only training required by contractor personnel performing work under this contract, such as Facility Mgmt Training?
ANSWER: Facility Managers will be government representatives but project manager/occupants will be responsible for all materials and labor to maintain a professional clean appearance both inside and outside. Additionally Project Manager or designated individual will complete facility inspections. Examples of this are monthly/weekly/daily facility safety/cleanliness inspections.
31) Atach 01 Grounds MX PWS 13Jul18, para 1.1.5, pg. 7: Can the government provide dates of control system installs and as-builts of existing irrigation?
ANSWER: No there are a few as-builts but some of the irrigation is as far back as the 1960’s and there are no drawings. Some is old steel pipe.
32) Atach 01 Grounds MX PWS 13Jul18, para 1.1.5.2, pg. 8, states: “Replacement of pumps, controllers, clocks/timers, or backflow prevention devices is not included in routine maintenance of irrigation systems… The irrigation system to be maintained and related workload data is identified in Appendix F.” Appendix F does not identify the inclusion of any pumps. Will the government confirm that the contractor is not responsible for maintenance of pumps?
ANSWER: Please refer to paragraph 1.1.5.2 MAINTENANCE OF IRRIGATION SYSTEMS. Contractor is not responsible for maintenance of any pumps.
If the contractor is responsible for maintenance of pumps, will the government provide applicable workload data and pump specifications?
ANSWER: Please refer to paragraph 1.1.5.2 MAINTENANCE OF IRRIGATION SYSTEMS
33) Atach 01 Grounds MX PWS 13Jul18, para 1.1.5.3, pg. 8: Government states that “The contractor shall coordinate with the CE Service Provider for the charging up of the irrigation systems for all improved areas.” Is the contractor responsible for maintaining water on turf/trees in the event that the CE Service Provider has not maintained main water supply?
ANSWER: Yes
34) Atach 01 Grounds MX PWS 13Jul18, para 1.1.5.4, pg. 8, states “Winterization shall be coordinated with COR to ensure backflow preventers are also winterized or removed.”
1. Is the contractor responsible for winterizing and testing backflow prevention devices?
ANSWER: Contractor under this contract is not responsible for winterizing and testing of backflow prevention devices. However, contract will coordinate with the CE Service provider for winterization and testing.
1. Will the government provide quantity and location of backflow prevention devices for potable and for non-potable irrigation systems?
ANSWER: There are an estimated 60 backflow prevention devices. All potable systems have backflow prevention devices and non-potable system do not have backflow preventers.
35) Atach 01 Grounds MX PWS 13Jul18, para 1.1.6, pg. 9: Government states that “The contractor shall perform general litter patrol in all areas of improved grounds, semi improved grounds, underground or covered parking structures, indoor and outdoor artificial turf areas and additional areas identified in Appendix A and B. Remove and dispose of natural debris…and man-made debris.” Are there any private organizations which hold events causing an increase in normal man-made debris?
ANSWER: Yes, reference Appendix H for event support requirements.
36) Atach 01 Grounds MX PWS 13Jul18, para 1.1.8.1, pg. 10: Government states that “Types of fertilizers/soil amendments and rate of application shall be determined by the results of a soil analysis.” Will the government provide test results of existing soil condition?
ANSWER: Yes, soil test have been provided through FedBizOps
37) Atach 01 Grounds MX PWS 13Jul18, para 1.1.12.8, pg. 12: Government states that “The contractor shall excavate to a depth of six (6) feet for a single burial, a depth of nine (9) feet for a double burial, and to a depth of twelve (12) feet for a triple burial.” In the event that an existing casket was installed too high, is the contractor responsible for exhuming and lowering to standard?
ANSWER: Yes but only for the excavation. All other costs are not the contractors responsibility.
38) Atach 01 Grounds MX PWS 13Jul18, para 1.1.13.1, pg. 14: Government states that “The contract shall maintain and repair synthetic turf… Maintenance to the synthetic turf grounds shall consist of litter removal, brushing/sweeping, removal of stains, painting, topdressing, infill grooming, static control and watering the surface per manufacturer’s specifications.”
a. What is the current condition of the SPLA, as it was not part of the site visit tour?
ANSWER: Lanes 1, 2 and 3 have worn badly the Air Force Academy has a scheduled project to replace them.
b. Is the contractor responsible for removing weeds?
ANSWER: Yes synthetic turf areas should be maintained as weed free areas.
c. What is the historical frequency for replacing infill on the SPLA?
ANSWER: Historical records are limited average tonnage has been 45 to 75 tons per year.
39) Atach 01 Grounds MX PWS 13Jul18, para 1.1.13.8, pg. 15: Government states that “The contractor shall paint field in accordance with NCAA Standards on an as needed basis.” Will the government provide field marking specifications?
ANSWER: Yes maps and dimensions are included with every request.
40) Atach 01 Grounds MX PWS 13Jul18, para 1.3.3: Are there regularly scheduled days when no flight activities are occurring?
ANSWER: Yes there are, but all schedules are to be approved by the flight line operations.
41) Attach 01 Grounds MX PWS 13Jul18, para 1.8.1, pg. 21, states “The contractor shall ensure a pathway of 3 feet wide is free of snow accumulation, piles, or drifts by removing all snow and ice from sidewalks, steps, landings, and entrance ramps.” Appendix L, Appendix N, and Appendix O do not indicate stairways. Can the government provide quantity of exterior stairways requiring snow removal for areas within the contractor’s responsibility?
ANSWER: All stairs in the contractor’s areas of responsibility will be cleared. The number of outdoor stairways that are the contractor’s responsibility is not available. There are typically multiple sets of stairs at each large facilities and at least 1-2 sets at smaller facilities.
42) Atach 01 Grounds MX PWS 13Jul18, para 1.8.2, pg. 22, states “Pre-treating with an Air Force approved liquid anti-icing product shall begin when temperatures are forecast to reach and/or drop below 32F for a continuous 24-hour period.” Are there any chemical restrictions within the Terrazzo?
ANSWER: You need to use Potassium acetate. It does not have any adverse effect on the exposed aggregate in the Terrazzo it is the only one that is government approved at this time.
43) Attach 01 Grounds MX PWS 13Jul18, para. 1.8.4, pg. 22, states “The contractor shall remove snow from the Lacrosse area (located north of the cadet gym) and the varsity baseball field (located north of the cadet gym), approximately 20 – 30 times.” Appendix U does not indicate any staging area for snow removed from the varsity baseball field. Is there an acceptable area for staging snow at the baseball field or will all snow need to be hauled away?
ANSWER: At the end of both the right and left field lines there are gates that will be used as temporary storage areas. The snow piles will need to be hauled off to an approved government snow dump site. These areas change anually and will be provided upon contract award.
44) Atach 01 Grounds MX PWS 13Jul18, para 4.2.1, pg 32, and para. 4.15, pg. 37, state work schedules are to be submitted weekly and then at the post-award conference and at each option year, respectively. Please clarify the expected frequency of work schedules.
ANSWER: Per the PWS, the contractor shall submit weekly schedules every Friday by 3:00 P.M. indicating the work to be performed for the following week. The work schedule shall list the work to be performed and the location where work is to be done.
45) Atach 01 Grounds MX PWS 13Jul18, para 4.6, pg 34, states “The contractor shall perform night-time irrigation work from 6:00PM to 6:00AM, Sunday through Saturday during the irrigation season.”
1. Will the gov’t please clarify scope items to be performed during night-time hours?
ANSWER: This statement is referencing regular irrigation. Contractor shall irrigate between 6:00PM and 6:00AM. The word “work” is being removed from the statement at PWS paragraph 4.6.
1. What is the required response time for irrigation issues identified during night-time hours?
ANSWER: Any issues found need to be repaired as soon they can be but no later than within 24 hours.
46) Atach 01 Grounds MX PWS 13Jul18, para 4.13.3, pg. 37: Government states that “The contractor will be required to identify and flag sprinkler heads and irrigation lines as requested on the “Digging Permit.””
1. What is the frequency and timeline for the locates?
ANSWER: Two to four locates weekly. Can be more can be less, dependent upon base construction and repair operations. Estimated 350 annually. Contractor has one to five working days to complete their portion of the Digging Permit (AF Form 103).
1. What percentage of irrigation infrastructure is locatable?
ANSWER: About 30%.
1. Will the contractor be required to support any repair activities in the event that an outside party causes damage to locatable or unlocatable irrigation infrastructure?
ANSWER: Yes but on a case by case basis. The contractor may be responsible to provide onsite assistance in verifying irrigation lines and may be required to mitigate the emergency associated with any break.
1. Will the government provide accurate as-built information of existing irrigation system infrastructure?
ANSWER: Yes on the portion that is locatable. Contractor will be responsible for working with the GIS system personnel for all mapping requests.
47) Atach 01 Grounds MX PWS 13Jul18, Estimated Workload Data, pgs. 40-42: Are the numbers listed measurements of acreage, except where it is specified linear or square feet?
ANSWER: Yes, everything is acreage, except for the items specified as linear or square feet.
48) Atach 01 Grounds MX PWS 13Jul18, Appendix A, pg. 41, regarding BASH:
a. Does BASH area also include Auxiliary Airfield?
ANSWER: Yes
b. What was the acreage of BASH area during the previous contract period?
ANSWER: 564 acres for primary airfield and 181.8 for auxiliary airfield
49) Atach 01 Grounds MX PWS 13Jul18, Appendix G, pg. 74:
a. Would you please provide the age and current condition of equipment identified with an asterisk (*) that is provided “as-is” (mainly concerned with equipment valued over $500.00)?
ANSWER: Any equipment identified with an * is at the end of its shelf life please check commercial pricing.
b. Can the government clarify if the contractor will be expected to replace GFP as a cost or reimbursable?
ANSWER: As a cost to contractor. The Government will not replace any unusable equipment items.
50) Atach 01 Grounds MX PWS 13Jul18, Appendix K, pg. 89, indicates load limit restrictions within the Terrazzo. Are there any restrictions to plow blade type within the Terrazzo?
ANSWER: Historically contractor has used rubber blades on any terrazzo surface to prevent damage. Any and all damage caused by contractor during snow removal operations will be repaired/restored/replaced to original condition by the contractor causing the damage.
51) Atach 01 Grounds MX PWS 13Jul18, Appendix M, para 1.5, 2.5, 2.5.1, 3.5, 3.5.1, pgs. 91-93:
a. Can the government provide acreages for Field 1, Field 2, Field 3, Field 4, Field 5, Banks, Softball, JV Baseball, Field 6, Field 7, Practice Fields (Community Center), Husky Stadium?
ANSWER: We do not have each area broken out separately all areas can be mapped thru our GIS CE service provider upon award of contract through request by contractor. However, there are 112.7 acres of athletic fields.
b. Will the government please clarify: is the contractor to provide drill seeding AND broadcast seeding during the months of June, September, and October.
ANSWER: Please reference below items appendix M 1.5. Drill-seed twice yearly, on or about June and October, in two directions, immediately following the core aeration process, at a rate of 80 lbs. of seed per acre, per direction, for a total of 160 pounds per acre. Use Seed with a blend of three (3) different species of bluegrass in equal proportions. Appendix M 2.5.1. Broadcast seed once a month during the months of April, May, August, September and October, at a rate of 5 lbs. per 1,000 sq. ft. using a blend of three (3) different species of bluegrass in equal proportions.
c. Will the government please confirm correct seeding rate to apply? 160 lbs. per acre or 5 lbs. per 1000 sq. ft. (220 lbs. per acre)?
ANSWER: See answer to question 51b.
52) Atach 01 Grounds MX PWS 13Jul18, Appendix M, para 1.10, pg. 92, states “Apply a wetting agent to all fields twice yearly during the months of June and August.” Has the government performed any testing of the existing water supply to determine is water is ideal for the promotion of healthy turf, specifically in the athletic areas?
ANSWER: Water provided in the non-pot system comes from the waste water treatment facility and various ground wells on base and meets state and local standards.
53) Atach 01 Grounds MX PWS 13Jul18, Appendix M, para 1.9, pg. 92, states “Apply topdressing twice a year or as needed over the complete field to keep the playing surfaces safe and level.” Also, Atach 01 Grounds MX PWS 13Jul18, Appendix M, para 3.6, pg. 93, states “Top-dress 2 times yearly or as needed over the complete natural grass areas to keep the surfaces safe and level following the core aeration process with 90% sand and 10% peat mix.” Will the government provide workload/historical data for topdressing rates and acreage?
ANSWER: Historically, we have averaged 400 tons of top dressing twice per year some years it has been as high as 600 tons per application and some years only 200 tons.
54) Attach 01 Grounds MX PWS 13Jul18, Appendix P, pg. 101, does not indicate any staging area for snow removed from Falcon Stadium. Is there an acceptable area for staging snow at Falcon Stadium or will all snow need to be hauled away?
ANSWER: The government will provide an area in close proximity to the stadium for staging snow.
55) Attach 02 Price Schedule indicates CLIN x003 as “undetermined.”
a. Will the contractor need to provide pricing for this CLIN X003?
ANSWER: No, the contractor will not provide a price for this item number.
b. If so, what pricing should the contractor assume?
ANSWER: See above
56) Site Visit: Government stated that we can expect an increase in funerals. Is the workload data accurate for estimating purposes?
ANSWER: Workload data in the PWS is accurate if significant workload change happens this can be addressed through the contracting officer.
57) Site Visit: The Government indicated no contractual responsibilities within the housing area in Pine Valley. However, in Appendix N, “Pine Loop Snow Removal,” the map indicates snow removal within specific roadways. Will the government please clarify the contractual responsibilities?
ANSWER: The map on page 102 is for sidewalk snow removal on West and East Pine Loop within the housing area. Additional areas are listed, for example but not limited to buildings 6950, 6776, 6250, 6248, 6202, 6261-6263 see appendix O snow removal priorities.
58) Addenda to FAR 52.212-1, e, iv, pg. 22: The USAF Academy Grounds Maintenance proposal requires several hard copies and CDs. Because this contract’s intent is for the preservation and maintenance of our natural resources, the environmentally-conscious solution would be to only require an electronic upload submittal instead of hard copies and CDs. Other Federal agencies have required similar solicitations to only be submitted electronically. We kindly ask the Government to reconsider this requirement and only require an AMRDEC SAFE electronic submittal (since AMRDEC is used by the Air Force, as well as the Army).
ANSWER: We require hard copies because we keep hard copy folders. Additionally, we require multiple versions for evaluation purposes. Addenda to FAR 52.212-1, e, iv, pg. 22 remains unchanged.
59) FA700018R0003 Grounds Maintenance Services, ADDENDUM TO FAR 52.212-2, BASIS FOR CONTRACT AWARD, pg. 22: The government states that this is a subjective tradeoff source selection in which all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The government also provides detailed past performance evaluation criteria and instructions, emphasizing the great performance risk at a high visibility location like the USAF Academy. However, in “Step I – Price Proposal Evaluation” the government includes instructions for a lowest price technically acceptable source selection process. This seems to be a holdover from the draft RFP released in July. Will the government then:
0. Confirm this acquisition is using a Tradeoff process per FAR Subpart 15.101-1?
0. Reorder Steps 1-3 so that price is the least important consideration in line with a Tradeoff process?
ANSWER: The Government’s source selection process has been determined. In accordance with FAR 52.212-2, pages 8-9 of the solicitation, “All evaluation factors other than cost or price, when combined, are significantly more important that cost or price”. ANSWER: If Reps and Certs are completely electronically in SAM, simply make note of that in your proposal. Hardcopy is only necessary if Reps and Certs have not been completed in SAM. See Addenda to FAR 52.212-1, d, i, pg. 21.

ANSWER: This will be a firm-fixed-price (FFP) indefinite-delivery indefinite-quantity (IDIQ). The contractor will proposed firm-fixed-prices for each element in the Attachment 2 – Price Schedule and the Attachment 3 – Price List. The Government will write FFP task order for required services.
