About this opportunity

The U.S. Army Corps of Engineers, Sacramento District (USACE-SPK) published this Special Notice on December 16, 2025, to announce a Virtual Industry Day for the NSA-U Consolidation Mission Facility project in Utah. This Design-Build (DB) construction initiative represents a substantial federal contracting opportunity with an estimated construction magnitude between $250 million and $500 million. The project will be executed as a two-phase Design-Build contract under a Firm-Fixed Price (FFP) structure, with a completion timeline of 1,310 calendar days. The Virtual Industry Day was designed to provide interested offerors with comprehensive information about the government's anticipated requirements, project milestones, and procurement procedures. The Special Notice includes the attendee roster from the industry day, documenting participation from 44 organizations including major contractors such as Mortenson, Jacobs, Hensel Phelps, Walsh Federal, Kiewit, and Clark Construction Group, as well as specialized engineering and design firms.

The primary objective of this initiative is to solicit design and construction services for four major facilities: an Administrative Facility compliant with Sensitive Compartmented Information Facility (SCIF) standards, a Commons Facility with personnel support spaces, a four-level parking structure with minimum 650 spaces, and a Vehicle Control Point. The solicitation (Solicitation Number W9123826RA012) will be released on the PIEE platform in April 2026, with Phase I proposals due in May 2026 and Phase II proposals due in December 2026, with contract award anticipated in March 2027. Key requirements include Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance for all prime contractors, subcontractors, and suppliers, and execution of a mandatory Project Labor Agreement. Prospective contractors must register in both SAM and PIEE to access technical documentation and must submit any questions via ProjNet by the January 21, 2026 deadline. Source selection will follow Best Value Tradeoff evaluation under FAR Part 15, with emphasis on schedule compliance, cost management, and security requirement compliance.
