About this file

This document is a virtual industry day presentation for the NSA-U Consolidation Mission Facility in Utah, a two-phase design-build federal construction project managed by USACE Sacramento District.

The project involves design and construction of four major facilities: a three-story Administrative Facility (SCIF-compliant office and conference space), a two-story Commons Facility (unclassified personnel support spaces including fitness center and cafeteria), a four-level parking structure with minimum 650 spaces, and a Vehicle Control Point (VCP) with guard booths and vehicle inspection canopy. Construction magnitude is estimated between $250 million and $500 million under a firm-fixed-price contract type with mandatory Project Labor Agreement inclusion. Source selection will follow Best Value Tradeoff evaluation under FAR Part 15, with schedule compliance and cost management as primary priorities alongside security requirement compliance. The solicitation will be released as a Request for Proposal (RFP) with Solicitation Number W9123826RA012 on PIEE (estimated April 2026). Key acquisition milestones include bidder inquiries closing January 21, 2026, Phase I advertisement April 2026 with proposals due May 2026, Phase II advertisement November 2026 with proposals due December 2026, and contract award targeted for March 2027. Prospective contractors must register in both SAM and PIEE to access technical documentation. Questions must be submitted via ProjNet using Project 567249 2585 & 2586 with Bidder Inquiry Key 2FFURG-8QC8K6 by the January 21, 2026 suspense date. The project emphasizes extensive site work including retaining walls, utility infrastructure, security enhancements, and modifications to maintain access to existing facilities during construction.
