About this opportunity
The United States Army Corps of Engineers (USACE) Sacramento District has issued a Special Notice for an upcoming design-bid-build construction project focused on erosion control and levee strengthening protections along the North and South banks of the Lower American River in Sacramento, California. This project, tied to sources sought notice W9123825RA007, anticipates two separate contract awards to the lowest-price bidders for work at the North and South sites. The solicitation number for the formal bid opportunity will be W9123826BA003. The agency has released this special notice to provide draft instructions, specifications, and plans to industry partners, recognizing that a court injunction regarding tree removal and elderberry replanting has delayed the formal solicitation release. The shared draft documents are intended to allow contractors to prepare bids and submit feedback in advance of the official solicitation posting.
The primary objective of this special notice is to offer industry advanced visibility and preparation time for an anticipated construction solicitation by distributing draft technical documents and specifications. Interested contractors should review the attached instructions and submit questions or feedback through ProjNet using Bidder Inquiry Key 8HY9UY-M4SDIP by the December 31, 2025 deadline, with the understanding that final solicitation documents may differ from the current drafts. While the notice does not establish specific eligibility restrictions, potential contractors should note that the government may impose "award restrictions" limiting the number of sites a single contractor can be awarded, though bidders may submit pricing for one or both sites. The project encompasses comprehensive environmental protection requirements, including erosion control measures, stream bank protection, levee stabilization, habitat restoration, and strict compliance with environmental regulations and biological resource protections. The contract is expected to span two years with multiple construction phases, specific work windows, and detailed monitoring requirements for environmental and cultural resources.
