About this file

This is a comprehensive set of construction contract specifications for the American River Common Features (ARCF) Lower American River Contract 3B North and South Erosion Protection project located in Sacramento, California. The United States Army Corps of Engineers (USACE) Sacramento District is seeking construction services for erosion control and levee strengthening along the north and south banks of the Lower American River, with an anticipated two-contract award approach.

The project involves extensive environmental protection, erosion control, and infrastructure improvements, including stream bank protection, levee stabilization, and habitat restoration. Key technical requirements include installing rock protection, constructing planting benches, implementing storm water pollution controls, managing biological resources (with specific protections for species like Valley Elderberry Longhorn Beetle and various fish species), and conducting archaeological and tribal cultural resource monitoring. The contract includes multiple construction phases spanning two years, with specific work windows, environmental restrictions, and detailed monitoring requirements. Contractors must comply with complex environmental regulations, obtain necessary permits, and implement comprehensive storm water and erosion control management plans. The project is expected to use design-bid-build procurement with awards based on lowest price to the government.

1.7 ANTITERRORISM (AT) - OPERATION SECURITY (OPSEC)

a. General Security Requirements and Guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor ("Contractor") and all subcontractor employees) supporting the performance requirements of this contract.

The Contractor is responsible for compliance with these security requirements. Questions regarding security matters must be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel must complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor must provide written documentation (e.g., email or memorandum) to the Government representative. The documentation must include the names of contract personnel trained and which training they completed; the Contractor must maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel must comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as "RAMs"), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor must ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

b. Antiterrorism (AT) Level I Training: All contract personnel requiring

SECTION 01 00 00 Page 6 routine access to Army installations, facilities, and controlled access areas, or requiring network access must complete initial and annual refresher AT Level I awareness training. Online AT Level I awareness training is available at https://jko.jten.mil/ (website subject to change).

c. Physical Security and Access Control Requirements: All contract personnel requiring physical access to a federal installation or facility must comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US must be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as "NCIC-III") and Terrorist Screening Database (commonly referred to as "TSDB"). Contract personnel must comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities must coordinate escorted access with the Government representative, as needed.

Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property must comply with key and lock control procedures of the RA.

d. Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel must receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.

e. Pre-screen Candidates using E-Verify Program: Contractors must comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at ( https://www.e-verify.gov/ ) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates must be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

1.8 UTILITIES

Immediately notify the Contracting Officer in writing if utilities not shown on the Drawings and not visible as to the date of this contract are encountered within the construction limits of the entire project, and such utilities will interfere with construction operations, to enable a determination by the Contracting Officer as to the necessity for removal or relocation. If such utilities are removed or relocated as directed by the Contracting Officer, an equitable adjustment in the contract price must be made pursuant to the Contract Clause CHANGES to cover the cost of any additional pertinent work or delay.

SECTION 01 00 00 Page 7

Pumps may turn on automatically. Coordinate with the County and City of Sacramento, Department of Utilities for shutdown when performing work.

1.8.1 Potholing of Underground Utilities

Perform potholing and submit the potholing records to the Contracting Officer, prior to excavation or work near existing underground utilities.

Potholing information at each pothole location must contain:

a. Owner of utility

b. Horizontal and vertical location by coordinates and elevation on project datum

c. Depth of cover

d. Size, material, and description of pipe, conduit encasement, or facility

1.9 PLANNED UTILITY OUTAGES AND STREET CLOSURES

All utility outages and street closures to be of as short a duration as possible and to be scheduled as far in advance as possible with the Contracting Officer, in no case less than 7 days before the outage or closure. Obtain from the Contracting Officer in writing a statement or schedule giving the permissible times of outages or closures for particular installations and the maximum time allowed for each. Strictly observe such schedules and the Contractor will be held responsible for any violations.

1.10 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER

This provision specifies the procedure for the determination of time extensions for unusually severe weather. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule will reflect these anticipated adverse weather delays in all weather dependent activities.

MONTHLY ANTICIPATED ADVERSE WEATHER DELAY

JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC

(07) (07) (06) (03) (02) (01) (00) (00) (01) (02) (04) (06)

Upon execution of the Notice to Proceed (NTP) and continuing throughout

SECTION 01 00 00 Page 8 the contract, the Contractor will record on the daily Contractor Quality Control (CQC) report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. Refer to ER 415-1-15 .

1.11 HAZARDOUS NOISE AREA

Provide adequate ear protection for Contractor's personnel at the job site.

1.12 BID ITEM OVERRUN

Throughout the contract (at a minimum, every two weeks), monitor placement or installation of unit price items (if any) with respect to the original estimated quantities shown in the contract. If placement or installation indicates a possible overrun with respect to the original estimated quantities shown in the contract, immediately provide written notification to the Contracting Officer with revised total estimated quantities.

1.13 NON CONTRACT WORK

Do not perform any work or erect any structure for third parties, landowners or otherwise, without prior approval of the Contracting Officer.

1.14 DAMAGE TO ACCESS ROADS AND STAGING AREAS

Preserve and protect all existing private or project access or right-of-way roads, off-site staging area (if applicable), and bicycle and pedestrian pathways. At the completion of work and prior to the Contractor leaving the project, restore to pre-project conditions all such access roads, staging areas, and pathways. Repairs include replacement of base rock and surface treatment as required and as approved by the County of Sacramento. Refer also to paragraph PROTECTION OF TRAFFIC in Section

01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS.

1.14.1 Removal and Replacement of Bicycle and Pedestrian Pathways

Remove existing paved bicycle and pedestrian pathways within the work limits as shown on the Drawings before beginning levee improvements and material hauling activity. Construct temporary paved bicycle and pedestrian pathways as shown on the Drawings. After completion of levee improvements and material hauling activity, replace bicycle and pedestrian pathways on their original alignments to meet the requirements of the Drawings, Section 32 11 23 AGGREGATE BASE COURSE FOR FLEXIBLE PAVING, Section 32 12 16 HOT-MIX ASPHALT PAVING (HMA) FOR ROADS, and Sacramento County standards. Temporary and permanent bicycle and pedestrian pathway construction includesreplacement of base rock and surface treatment as required and as approved by the County of Sacramento.

Preconstruction and post-construction surveys must include all bicycle and pedestrian pathways used in the operations inside and at least 200 feet outside the defined work limits on the Drawings. The Contracting Officer and County of Sacramento will determine, based on review of surveys, if repair of bicycle and pedestrian pathways used by the Contractor is required. If repairs are deemed necessary, perform repairs as-directed at no additional cost to the Government to meet the standards of the Drawings, Section 32 11 23 AGGREGATE BASE COURSE FOR FLEXIBLE PAVING, Section 32 12 16 HOT-MIX ASPHALT PAVING (HMA) FOR ROADS, and Sacramento County standards.

SECTION 01 11 00 Page 3

1.3.2 Location

The work is located on the LAR within the American River Parkway in Sacramento, California and consists of specific sections of riverbank on both the north and south banks. The exact Site locations are shown on the Drawings.

1.3.2.1 C3B-North

Includes two project sites: Site 3-1 is located along the north bank of the LAR from the Howe Avenue Bridge at River Mile (RM) 7.7 extending upstream to RM 8.8, approximately as indicated; and Site 4-2 is also on the north bank of LAR from RM 9.8 upstream to RM 10.3, approximately as indicated.

1.3.2.2 C3B-South

Includes one project site: Site 4-1 is located along the south bank of the LAR from the Watt Avenue Bridge at RM 9.1 extending upstream to RM 10.5, approximately as indicated.

1.3.3 Phasing of Work (C3B - North and South)

The year listed in this section are defined as the construction year for the Erosion Protection Contract with Year 1 anticipated to be the year of the Contract Award.

Haul route traffic is defined as the routing of haul trucks, loaded or unloaded, through points of ingress/egress on the site. For the purposes of this Section, haul trucks are trucks that are used to carry material from outside the work limits to inside the work limits. Refer to Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS for definition of haul trucks and the Haul Route Ingress/Egress and Direction Traffic Flow map attached at the end of this section.

See table below for ingress/egress locations referenced in Paragraph Restrictions under Paragraph Phase 2 - Erosion Protection (Year 1) and in Paragraph Restrictions under Paragraph Phase 3 - Erosion Protection (Year 2):

Ingress/Egress Name Nearby Stationing Sheet ID

University Park NB 455+80 C3B North, GC101

Kadema NB 497+40 C3B North, GC102

Wilhaggin NB 558+20 C3B North, GC105

Harrington Way NB 656+60 C3B North, GC108

Watt Avenue SB 487+60 C3B South, GC101

Mayhew Drain N/A* C3B South, GC104

SECTION 01 11 00 Page 4

Ingress/Egress Name Nearby Stationing Sheet ID

*Intersection of haul route along Mayhew Drain at Folsom Blvd does not have stationing nearby but is shown in plan view H1 on GC104 with the text "Stablized Vehicle Entrance" near points WL 390 and WL 392.

No other haul route traffic points of ingress/egress can be used or created unless approved by the Contracting Officer. Additionally, haul route traffic direction is restricted by year to minimize damage to the buried cut-off-wall beneath the levee crown. No other haul route traffic points of ingress/egress can be used or created unless approved by the Contrcting Officer. Loaded trucks could create more damage than unloaded trucks generally, but the cut-off-wall’s strength varies beneath the levee crown, making optimization difficult. These restrictions were developed with the assumption that haul route traffic is minimized over particularly vulnerable areas of the cut-off-wall.

If the Contractor recognizes that changes to the restrictions listed below could minimize loaded trucks on the levee crown, discuss with the Contracting Officer. Restrictions may be able to be adjusted to accommodate theoretical haul route plans.

Small personal vehicles and trailers carrying equipment are not required to follow these haul route traffic restrictions in paragraph PHASE 2 - EROSION PROTECTION (YEAR 1) and paragraph PHASE 3 - EROSION PROTECTION

(YEAR 2).

1.3.3.1 Phase 1 - Tree Clearing and Transplant

Work to be completed under a separate service contract. Clearing work for the first construction season will occur between September 1 of Year 0 and February 1 of Year 1. Clearing work for the second construction season will occur between September 1 Year 1 and February 1 Year 2. Elderberry transplanting will occur between November 1 Year 0 and February 15 Year 1.

1.3.3.2 Phase 2 - Erosion Protection (Year 1)

Commence work after the regulatory flood season restriction of November 1 Year 0 to April 15 Year 1. Work on levee embankment rock slope protection for Sites 3-1 and 4-2 may commence before in-water work is permitted in Year 1. The in-water work window is between July 1 and October 31.

Additionally, it is anticipated that the downstream portion of Site 3-1 (Segment 3-9), Site 4-2, and the downstream portion of Site 4-1 (Segments 3-5 and 3-6) will be completed in Year 1.

1.3.3.2.1 Restrictions

Haul route ingress/egress points and direction provided for Year 1 cannot be changed due to risk reduction measures for the buried cut-off wall. See Attachment 1 - Haul Route Ingress/Egress and Direction Traffic Flow.

a. Haul route traffic for construction of C3B-North, Site 3-1, downstream of Watt Avenue Bridge, must pass from the ingress point of University Park to the egress point of Kadema.

b. Haul route traffic for construction of C3B-North, Site 4-2, upstream of Watt Avenue Bridge, must pass from the ingress point of Wilhaggin

SECTION 01 11 00 Page 5 to the egress point of Harrington Way.
